新型农村社会养老保险制度的福利代际传递效果研究

【摘要】：在我国加快老龄化的趋势下,养老问题和庞大的养老负担成为而今社会关注的主要民生问题之一。在这个背景之下,新农保作为一项惠农政策,旨在保障农村居民的基础性养老生活,经过五年多的试点运行和推广,新农保这一政策实施效果得到一定积极意义。本文以农村贫困老人及其子孙为对象,来考察新型农村社会养老保险制度对农村特殊群体的养老保障作用、新农保“普惠性”保障的实际落实水平,并且评判新农保的福利代际传递的方向、方法,最终在理论分析的基础上提出了改革完善新型农村社会养老保险制度的政策建议。本文最开始阐述研究的背景、意义、现状及方法、思路等。第二章对新农保、社会福利、代际传递等相关概念进行界定,在这个基础上提出论题的理论依据,包括社会保障理论、需求层次理论、风险管理理论与生命周期理论、人力资本理论与社会资本理论、福利经济学理论。第三章,研究我国农村的养老现状,分析我国农村养老的作用机理及存在的问题;在对比新老农保之间养老保障作用的基础上,剖析新农保在我国农村的为广大贫困老人带来的养老福利,对新农保福利效用进行深入研究并发掘其中存在的问题。第四章,重点阐明并评价新农保福利代际传递的正负方向,研究新农保能否保障老人基本生活并惠及子孙的方法,找出新农保福利代际传递水平不足的原因;最后,对怎样在有限资金范围内为农民实现最大化的福利效果,使我国新农保福利代际传递为农村家庭带来更多“正的效果”提出意见与建议。
[Abstract]:Under the trend of accelerating the aging of our country, the problem of the aged and the huge burden of the aged have become one of the main livelihood problems concerned by the society today. Under this background, the New Rural Insurance, as a favorable agricultural policy, After more than five years of pilot operation and promotion, the effect of the new rural insurance policy has been positive. This paper takes the rural poor old people and their descendants as the objects. To investigate the role of the new rural social endowment insurance system in providing for the aged for the rural special groups, the practical implementation level of the new rural insurance's "inclusive" security, and to judge the direction and methods of the intergenerational transmission of the new rural social endowment insurance. Finally, on the basis of theoretical analysis, the paper puts forward some policy suggestions for the reform and perfection of the new rural social endowment insurance system. This paper begins with the background, significance, current situation and methods of the research, and ideas. Chapter two discusses the new rural insurance, social welfare, and so on. Based on the definition of intergenerational transmission and other related concepts, the theoretical basis of the thesis is put forward, including social security theory, demand hierarchy theory, risk management theory and life cycle theory, human capital theory and social capital theory. The third chapter studies the current situation of rural old-age care in China, analyzes the mechanism and existing problems of rural old-age pension, and compares the old-age security role between the new and the old farmers, on the basis of comparing the old-age security between the new and the old. This paper analyzes the pension benefits that the new rural insurance brings to the poor old people in our country, deeply studies the utility of the new rural insurance welfare and finds out the existing problems. Chapter 4th focuses on clarifying and evaluating the positive and negative directions of the intergenerational transmission of the new rural insurance benefits. This paper studies whether the new rural insurance can guarantee the basic life of the elderly and benefit the children and grandchildren, and find out the reasons for the insufficient intergenerational transmission of the new rural insurance benefits. Finally, the paper discusses how to maximize the welfare effect for the farmers within the limited funds. Make the new rural insurance welfare intergenerational transmission bring more "positive effect" to the rural families put forward suggestions and suggestions.
