提高企业职工养老保险参保率问题研究

【摘要】:现代养老保险制度自1889年在德国诞生以来,养老保险制度改革在全球范围内不断推进,养老保险制度已成为当今社会保障制度的重要组成部分,具有影响范围广、涉及领域宽的特点。我国的养老保险制度从建立到现在已有五十多年的时间,经过半个多世纪的努力,我国已实现了养老保险的全覆盖,但养老保险的全覆盖并不等于全员参保,我国企业职工养老保险还有很大提高参保率的空间和必要。 本文以我国企业职工养老保险制度的发展历程为切入点,联系我国养老保险制度运行的实际情况,探讨了我国企业职工养老保险参保率低的原因,及其对我国经济和社会发展的负面影响;通过借鉴美德两国在提高养老保险参保率方面的经验,阐明了我国提高企业职工养老保险参保率的对策。首先,本文主要分析了我国企业职工养老保险的现状及其存在的问题,然后在对养老保险的现状进行具体分析的基础上,进一步深入地研究城镇企业职工养老保险参保率不足的原因,并重点阐述了提高企业职工养老保险参保率的必要性。最后,在着重介绍美、德两国养老保险制度改革的实际经验的基础上,提出了几点如何提高企业职工养老保险参保率的政策建议,即建立多层次多元化的养老保险体系;降低养老保险缴费费率;加大宣传力度以提高劳动者的养老保险意识;加快完善养老保险法制建设。
[Abstract]:Since the birth of the modern old-age insurance system in Germany in 1889, the reform of the old-age insurance system has been continuously promoted in the global scope. The old-age insurance system has become an important part of the current social security system and has a wide range of influence. It has been more than 50 years since the establishment of the old-age insurance system in our country. After more than half a century of efforts, our country has realized the full coverage of the old-age insurance. However, the full coverage of the endowment insurance does not mean that all the employees participate in the insurance, there is still a great space and necessity to improve the rate of participation in the pension insurance of enterprise workers in our country. Based on the development process of the old-age insurance system of enterprises in China, this paper discusses the reasons for the low participation rate of the old-age insurance system in our country, in the light of the actual situation of the operation of the pension insurance system in our country. Based on the experience of the two countries in raising the participation rate of old-age insurance, this paper expounds the countermeasures to increase the participation rate of the employees in the enterprise pension insurance in our country, and its negative impact on the economic and social development of our country. This paper mainly analyzes the present situation and existing problems of the old-age insurance for employees in our country, and then, on the basis of the concrete analysis of the present situation of the old-age insurance, further studies the reasons for the shortage of the participation rate of the old-age insurance in urban enterprises. Finally, on the basis of introducing the practical experience of the reform of the pension insurance system in the United States and Germany, This paper puts forward some policy suggestions on how to improve the participation rate of enterprise workers' old-age insurance, that is, to establish a multi-level and diversified old-age insurance system, to reduce the premium rate of old-age insurance contributions, to increase publicity to improve workers' awareness of old-age insurance. We will speed up the improvement of the legal system for old-age insurance.
