【摘要】：自党的十一届三中全会吹响我国改革开放的号角以来，我国工业化城镇化进程开始加快，特别是进入二十一世纪以来，其发展速度更是突飞猛进。在这个进程中，部分农民的农业用地转化为非农业用地。这些失去土地的农民，既有别于农民又不属于城市居民。因此，一个新名词伴随着这个新群体的产生而出现了——失地农民。随着城镇化进程加快，非农用地需求不断增长，面对土地被不断征用，传统意义上的土地保障为核心的农民家庭养老模式逐步削弱，农村社会化养老体系的缺失，土地征用赔偿，安置制度的不完善，再就业渠道不畅以及户籍制度等关键的改革措施不到位。因此，部分失地农民“种田无地、就业无岗、保障无门、创业无钱”的问题更加凸现出来。本文运用文献分析法、综合归纳法、比较分析法、综合分析法，根据我国失地农民养老保障缺失的现状，深入了解产生的原因，指出其存在的共性问题，进而对其进行深入的分析研究，并提出了解决对策。第一部分为开篇引言，主要交代了论文的选题背景即我国失地农民的产生及其养老保障存在缺失的背景。交代了论文选题重要的现实意义和理论意义。第二部分主要阐述本文研究的相关概念，即失地农民、养老保险、城镇化建设等一些基本概念。同时简述了与研究此问题相关的基础理论。第三部分主要包括本文第三、四、五章的内容，论述了当今我国失地农民这个特殊群体的产生和界定，介绍了失地农民的总体生活状况，以及深入分析了养老保障基本体制制度的缺失现状。第四部分是本文的灵魂部分，主要是依据基础理论，通过对失地农民养老保险各个方面存在问题的深入研究，，借鉴国外经验和研究成果，提出解决对策。本文的创新点主要是：以符合中国国情为基点，以中央提出的和谐社会，全面深化改革，全面建成小康社会的战略决策为指导，通过系统全面入情入理的分析研究并提出具有可操作性的对策，为确保实现全社会的公平正义，确保农民特别是失地农民共享改革成果做出贡献。
[Abstract]:Since the third Plenary session of the 11th CPC Central Committee sounded the trumpet of China's reform and opening up, the process of industrialization and urbanization in China has begun to accelerate. Especially since 21th century, the pace of its development has increased by leaps and bounds. In this process, Some farmers' agricultural land is converted into non-agricultural land. These farmers who have lost their land are neither farmers nor urban residents. A new term appeared along with the emergence of this new group-land-lost farmers. With the acceleration of the urbanization process, the demand for non-agricultural land continues to grow, and in the face of land expropriation, In the traditional sense of land security as the core of the farmers' family pension model gradually weakened, the lack of rural socialized pension system, land requisition compensation, resettlement system is not perfect, The key reform measures such as poor channels of re-employment and household registration system are not in place. Therefore, the problem of "farming land, no employment, no door, no business and no money" is even more prominent. This article uses the literature analysis method, the synthesis induction method, the comparison analysis method, the synthesis analysis method, according to our country lost the land farmer pension security deficiency present situation, deeply understands the reason which produces, points out its existence common problem, Furthermore, it is analyzed and studied in depth, and the countermeasures are put forward. The first part is the introduction. This paper mainly explains the background of the topic selection, that is, the background of the emergence of landless farmers and the absence of pension security in China, and explains the important practical and theoretical significance of the topic. The second part mainly describes the related concepts of this paper. Such basic concepts as land-lost farmers, old-age insurance, urbanization construction and so on. At the same time, the basic theories related to the study of this problem are briefly described. The third part mainly includes the contents of the third, fourth and fifth chapters of this paper. This paper discusses the emergence and definition of the special group of land-lost peasants in our country, introduces the overall living conditions of landless peasants, and analyzes deeply the present situation of the absence of the basic system of old-age security. Part 4th is the soul part of this article. According to the basic theory, through the in-depth study of the problems in various aspects of the land-lost farmers' old-age insurance, and drawing on the experience and research results of foreign countries, the paper puts forward the countermeasures to solve the problems. The innovation points of this paper are as follows: based on the conditions of China, the strategic decision to deepen the reform in an all-round way and build a well-off society in an all-round way under the guidance of the harmonious society put forward by the Central Committee. Through systematic and comprehensive reasonable analysis and research and put forward operable countermeasures to ensure the realization of fairness and justice in the whole society and to ensure that farmers, especially those who have lost land, share the achievements of the reform.
