完善河南省新型农村养老保险制度的研究

【摘要】：目前,我国建立农村社会养老险的制度已经成为了建立社会保障制度的主要内容。这篇论文将会对社会养老险制度的理论进行系统的阐述,本文通过分析河南省农村的经济和社会的发展等方向,表露了河南省设立农村社会养老险制度的重要性与可行性,同时还对河南省设立的农村养老险制度的发展经历及他的优点和缺点进行了具体的介绍与分析,还总结与分析了河南省设立新型的养老险制度工作中存在的某些问题。目前,河南省还没有全面的诞生新型农村社会养老险制度,所以,为了对应市场经济与城市化进程的速度,我们需不断的改善河南省的农村社会养老险制度。在对河南省新型农村社会养老险制度的健全与改善上,我们既要从目前的现实状况出发,还要考虑到他的实际性,把农村社会养老险和经济社会发展的关系处理好。既要针对农村经济区域差别设计出不同方式的社会养老险制度;又要考虑长久的将来,为在河南省内设立一个科学、系统、规范和城乡一体以及一元化的社会养老险制度打下牢固的基础。此外,这篇论文还提出了设立与完善河南省新型农村养老险制度的总体思路与详细办法。此论文一共六章：第一章,引言；第二章,文献综述；第三章,养老险制度基本理论论述；第四章,设立与完善河南省农村养老险制度的重要性与可行性分析；第五章,当前河南省农村养老险制度的现状、主要经验与启示；第六章,建立与完善河南省新型农村社会养老险制度思考。
[Abstract]:At present, the establishment of rural social old-age insurance system in China has become the main content of the establishment of social security system. By analyzing the development of rural economy and society in Henan Province, this paper shows the importance and feasibility of setting up rural social endowment insurance system in Henan Province. At the same time, it introduces and analyzes the development experience, advantages and disadvantages of the rural old-age insurance system set up in Henan Province, and summarizes and analyzes some problems existing in the establishment of the new pension insurance system in Henan Province. Henan Province has not yet fully established a new type of rural social endowment insurance system, so, in order to correspond to the speed of market economy and the process of urbanization, We need to continuously improve the rural social old-age insurance system in Henan Province. In order to improve and improve the new rural social old-age insurance system in Henan Province, we should not only proceed from the current reality, but also take into account his practicality. We should properly handle the relationship between rural social endowment insurance and economic and social development. We should not only design different forms of social old-age insurance system in view of the regional differences in rural economy, but also consider the long-term future and set up a scientific and systematic system in Henan Province. The standardization and integration of urban and rural areas as well as the unified social endowment insurance system lay a solid foundation. In addition, this paper also puts forward the general ideas and detailed methods for establishing and perfecting the new rural old-age insurance system in Henan Province. The thesis consists of six chapters: chapter one, introduction; chapter two, literature review; chapter three, the basic theory of endowment insurance system; chapter 4th, the importance and feasibility of establishing and perfecting the rural endowment insurance system in Henan province; chapter 5th, The present situation, main experience and enlightenment of the rural old-age insurance system in Henan Province; Chapter 6th, the establishment and improvement of the new rural social old-age insurance system in Henan Province.
