石狮市政府购买社会治安财产综合保险研究

【摘要】：社会治安财产综合保险是以居民家庭财产保险为保险对象的一种新型保险,是政府购买公共安全服务的新尝试,一般由当地党委、政府发起,综合治理部门负责管理协调,以社区和村等基层组织机构为主体,按照一定比例出资,引入商业化的保险公司,依托合同管理,组织辖区家庭参加,约定相应的保险赔偿责任,形成适应新的社会环境下的政府提供公共安全服务的新举措,为辖区家庭因火灾、洪水、台风等自然灾害引起的房屋及财产损失,或因发生盗窃、抢劫、抢夺等治安案件造成室内财产损失或人身损害进行补偿。2013年9月,通过前两年在鸿山、锦尚等乡镇的试点,石狮市综治委在全市推广社会治安财产综合保险,由市、镇、村三级按3:3:2的份额出资,出资340余万元为全市户籍家庭购买了社会治安财产综合保险。每户家庭每年的各项理赔额度最高可达2.9万元,全市总保额将达25亿元以上。参保户在遭受保险事故后,由人保财险石狮支公司提供相应的保费补偿。但是在实际操作中,治安保险作为新的政府购买公共服务的项目,也是存在不少的问题,如缺乏竞争机制、理赔率较低、保险范围不合理等问题,需要在实践中摸索解决。本文利用“三元分析框架”,通过对福建石狮市社会治安财产综合保险发展的实证研究,分析存在问题,探索治安保险与政府公共服务供给有效契合的运行模式及意义,并对其持续良性发展提供建议。如果能有效改进完善,社会治安综合财产保险将能通过它的内在机制,分散民众安全风险、提供合理的经济补偿,可以在服务国家治理体系和治理能力方面发挥重要作用,今后一定能获得更大的发展。
[Abstract]:The comprehensive insurance of social security property is a new type of insurance which takes the household property insurance of the residents as the insurance object. It is a new attempt by the government to purchase public security services. It is generally initiated by the local party committee and the government, and the comprehensive management department is responsible for the management and coordination. Taking grass-roots organizations such as communities and villages as the main body, making contributions in accordance with a certain proportion, introducing commercial insurance companies, relying on contract management, organizing the participation of families in the jurisdiction, and agreeing on the corresponding liability for insurance compensation, The formation of new measures to provide public safety services to governments adapted to the new social environment, for the loss of homes and property caused by natural disasters such as fires, floods, typhoons and other natural disasters, or for theft or robbery of families in their districts, In September 2013, through the pilot project in Hongshan, Jinshan and other townships two years ago, the Shishi Municipal Commission for Comprehensive Management of Public Security promoted the comprehensive insurance of public security property in the whole city, from cities and towns, The village third level contributed by the share of 3: 3: 2, and contributed more than 3.4 million yuan to purchase comprehensive social security property insurance for the whole city's household registration families. The amount of each family's various claims per year can reach up to 29,000 yuan. The total insured amount of the whole city will be more than 2.5 billion yuan. After the insured has suffered an insurance accident, the PICC will provide the corresponding premium compensation. But in practice, the public security insurance, as a project for the new government to purchase public services, There are also many problems, such as lack of competitive mechanism, low claim rate, unreasonable insurance coverage, etc. Through the empirical research on the development of comprehensive insurance of social security property in Shishi City, Fujian Province, this paper analyzes the existing problems. This paper explores the operational mode and significance of the effective agreement between public security insurance and the supply of government public services, and provides suggestions for its sustained and benign development. If it can be effectively improved and perfected, the comprehensive property insurance of social security will be able to pass through its internal mechanism. Dispersing the risk of public security and providing reasonable economic compensation can play an important role in serving the national governance system and governance ability, and will certainly achieve greater development in the future.
