松桃苗族自治县新型农村社会养老保险问题研究

【摘要】：新型农村社会养老保险是我国社会养老保障体系的重要内容,是农村社会经济发展的必然要求,是解决农村人口老龄化问题的根本出路,是统筹城乡发展的现实需要。(1)新型农村社会养老保险制度(简称“新农保”)是在原有的农村社会养老保险制度(简称“原农保”)的基础上建立起来的,它摒弃了“原农保”资金来源单一,制度自身抗风险能力差等弱点。2002年,党的十六大提出“大力发展社会保障与社会福利事业”我国农村社会养老保险开启了新的篇章;2014年,党的十八大精神和十八届三中全会对我国关于整合城乡居民基本养老保险制度提出了新要求,国务院决定“将新型农村社会养老保险和城镇居民社会养老保险两项制度合并实施,在全国范围内建立统一的城乡居民基本养老保险制度。”(2)贵州位于中国西南部高原山地,是一个多民族共聚的省份,少数民族地区新型农村社会养老保险事业能否有序持久的发展,对于我国农村社会养老保险和社会和谐具有重要的意义。松桃县是一个典型的“老少边穷”的少数民族地区,本文以松桃苗族自治县作为研究对象,对松桃县新型农村社会养老保险工作存在的问题进行深入分析,并提出了促进少数民族地区新型农村社会养老保险健康、持久发展的一些可行性建议。通过实地采访、发放问卷发现,自2011年松桃县被省列为第三批试点县以来,全县上下通力协作,扎实推进,新型农村社会养老保险试点工作虽然取得了一定成绩,但由于该县经济发展落后、普遍受教育程度低、以血缘为纽带的人际关系、新型农村社会养老保险保障水平低等问题,严重阻碍了少数民族地区农村社会养老保险事业的推进。改善政府财政投入,规范教育体系,强化宣传工作,改进管理方式,完善制度设计,健全法制建设,确保新型农村社会养老保险在少数民族地区稳定运行和健康发展。论文主体内容分为以下几个部分:第一部分:绪论,简单的概括了选题的背景和意义,总结了国内外研究新型农村社会养老保险的文献综述;第二部分:理论基础和概念诠释,对选题相关的理论进行梳理和对论文涉及到的重要概念做了诠释;第三部分:贵州少数民族地区新型农村养老保险现状分析,通过对松桃县自然地理状况、社会经济发展状况进行分析,从而分析贵州少数民族地区新农保现状;第四部分:个案分析,以松桃县为个案进行调研和实证分析,通过发放问卷和实地走访,对贵州松桃苗族自治县新型农村社会养老保险实施现状进行调查;第五部分:针对第四部分个案分析中归纳的问题,提出了促进贵州少数民族地区新型农村养老保险健康发展的对策建议。
[Abstract]:The new rural social endowment insurance is the important content of our country's social old-age security system, is the inevitable request of the rural social economic development, and is the basic way out to solve the problem of the aging of the rural population. The new rural social old-age insurance system (referred to as "New Rural Insurance") was established on the basis of the original rural social old-age insurance system. In 2002, the 16th National Congress of the Communist Party of China proposed "vigorously developing social security and social welfare", which opened a new chapter in rural social endowment insurance. The spirit of the 18th CPC National Congress and the third Plenary session of the 18th CPC Central Committee put forward new requirements for the integration of the basic old-age insurance system for urban and rural residents in China. The State Council has decided to "combine the two systems of new rural social endowment insurance and urban residents' social old-age insurance, and establish a unified basic old-age insurance system for urban and rural residents throughout the country." Guizhou is located in the mountainous plateau of southwest China. Is a multi-ethnic province, can the new rural social endowment insurance in minority areas develop in an orderly and lasting manner? Songtao County is a typical "old and poor" minority area. This paper takes Songtao Miao Autonomous County as the research object. This paper deeply analyzes the problems existing in the new rural social endowment insurance in Songtao County, and puts forward some feasible suggestions for promoting the healthy and sustainable development of the new-type rural social old-age insurance in minority areas. The questionnaire found that since Songtao County was listed as the third batch of pilot counties by the province in 2011, the whole county has worked together to promote it in a down-to-earth manner. Although the pilot work of the new rural social endowment insurance has made some achievements, it has lagged behind in economic development. The low level of education, the interpersonal relationship linked by blood and the low security level of the new rural social endowment insurance have seriously hindered the advancement of the rural social endowment insurance in minority areas and improved the government's financial input. Standardize the educational system, strengthen propaganda work, improve management methods, perfect system design, and improve legal system construction, To ensure the stable operation and healthy development of the new rural social endowment insurance in minority areas. The main content of the paper is divided into the following parts: the first part: introduction, a simple summary of the background and significance of the topic, Summarized the domestic and foreign research new rural social endowment insurance literature review; the second part: the theoretical basis and the concept interpretation, the topic related to the theory of combing and the important concepts involved in the interpretation of the paper; The third part: the analysis of the status quo of the new rural endowment insurance in Guizhou minority areas, through the analysis of the natural geographical situation, social and economic development of Songtao County, so as to analyze the current situation of the new rural insurance in Guizhou minority areas; The fourth part: case analysis, with Songtao County as a case study and empirical analysis, through issuing questionnaires and field visits, the implementation of new rural social old-age insurance in Songtao and Miao Autonomous County of Guizhou Province is investigated. The fifth part: aiming at the problems summarized in the fourth part of the case analysis, the author puts forward the countermeasures and suggestions to promote the healthy development of the new rural endowment insurance in Guizhou minority areas.
