我国事业单位养老保险改革的路径研究

【摘要】:目前在我国,已经建立起了较为完善市场经济发展机制,关于我国民生领域的社会保障制度建设却迟迟滞后于经济发展步伐。作为我国社会保障体系中的重要内容,事业单位养老保险制度与事业单位自身发展需求的不同步,严重阻碍事业单位自身的体制改革及运营效率的提高。但是庞大的机构规模在解决社会就业的同时,亦给其组织成员的养老模式选择造成了障碍。目前,我国事业单位养老模式主要仍旧实行机关退休金模式,当下的制度设计已经无法与目前的经济发展同步,制度框架内存在诸多问题,如政策不统一、个人账户缺乏积累、未建立正常的增长机制等……这些问题使得事业单位养老保险发展严重滞后于企业养老保险制度。因此,事业单位养老保险制度的缺陷对于我国具有中国特色的社会主义现代化建设造成了严重的阻碍。本文从事业单位分类改革出发,在明确事业单位定义的基础上,结合规范化管理理论、社会保险公平理论及劳动力流动理论,,在初步探讨我国事业单位养老保险制度的发展历程的基础之上分析了目前制度存在的问题及改革障碍,进而得出推进事业单位养老保险制度改革的必要性及其对于整个国民经济健康发展的关键性作用。最后,从事业单位养老保险制度改革的原则和目标出发,对于加快其制度建设方面提出了自己的认识和看法,最终得出以建立“三支柱”养老模式作为事业单位养老保险改革的落脚点。
[Abstract]:At present, in our country, a relatively perfect market economy development mechanism has been established, but the construction of social security system in the field of people's livelihood in China has lagged behind the pace of economic development. As an important part of our country's social security system, The pension insurance system of public institutions and the development needs of institutions themselves are out of sync, which seriously hinders the institutional reform and the improvement of operational efficiency of institutions themselves. However, the huge scale of institutions solves the problem of social employment at the same time. At present, the old-age pension model of public institutions in China is still mainly implemented by the organ pension model, and the current system design has been unable to keep pace with the current economic development. There are many problems within the framework of the system, such as inconsistent policies, lack of accumulation of personal accounts, failure to establish a normal growth mechanism, and so on. These problems make the development of pension insurance in institutions seriously lag behind the system of enterprise pension insurance. The defects of the old-age insurance system of public institutions cause serious obstacles to the socialist modernization construction with Chinese characteristics. This paper starts from the reform of the classification of public institutions, on the basis of clarifying the definition of public institutions, Combined with standardized management theory, social insurance fair theory and labor flow theory, this paper analyzes the existing problems and obstacles of the current system on the basis of the preliminary discussion of the development course of the endowment insurance system in the institutions of our country. The necessity of promoting the reform of the pension insurance system of public institutions and its key role in the healthy development of the national economy are obtained. Finally, from the principles and objectives of the reform of the pension insurance system in institutions, The author puts forward his own understanding and views on speeding up the construction of its system, and finally concludes that the establishment of "three pillars" old-age pension model is the foothold of pension insurance reform in public institutions.
