中国公务员养老保险制度研究

【摘要】:我国的公务员在社会发展过程中承担了为人民服务的责任,在政府职能发挥作用的过程中也占据着重要的位置。当公务员投身于服务社会全体、发挥社会效力、承担社会责任的同时,也应该拥有能够实现其自身基本生存价值和生命价值需要的权益保障。随着我国国力的不断增强,为了更全面的服务人民群众,政府机关的职能设置也越来越细化,公务员队伍也在不断壮大。公务员队伍的的壮大给我国公务员体系的管理带来了巨大压力,特别是在我国长期以来形成的由国家财政负担的公务员养老保险制度,更是给我国政府财政带来了很大的压力。为了应对我国人口红利逐渐衰落的困境,我国政府加大力度改革社会保障制度以期通过制度改革来缓解社会矛盾。本文对公务员养老保险制度进行研究,不仅能够对以往的改革成效进行系统的认识,还能为公务员养老保险制度的发展提供方向和建议。本文结合了历史学和社会保障学相关知识,以政治经济学理论为基础详细分析了我国的公务员养老保险制度从建立、发展到完善的全过程。本文共有三章内容:第一章先是介绍了公务员养老保险制度的相关概念,然后提出了公务员养老保险制度建立的三大理论:德国的国家干预主义理论、英国的福利国家理论和马克思主义社会保险理论,最后结合历史学相关知识对我国公务员养老保险制度进行了历史阶段的划分;第二章介绍了我国公务员养老保险制度的运行机制,首先提出我国公务员养老保险制度的运行应该遵守的原则:其一是政策统一原则,其二是平稳过渡原则,其三是特殊养老待遇原则,其次是对我国公务员养老保险制度的资金筹集和待遇计发、管理与监督以及经办服务等内容进行了论述;第三章提出了完善我国公务员养老保险制度建设的具体措施,包括我国新旧公务员养老保险制度的转轨设计、我国公务员养老保险金的保值增值,另外还要注重完善我国公务员群体的薪酬制度和延迟退休政策。
[Abstract]:The civil servants in our country have assumed the responsibility of serving the people in the process of social development, and also occupied an important position in the process of government functions. While assuming social responsibility, we should also have rights and interests that can realize their own basic survival value and life value. With the increasing national strength of our country, in order to serve the people more comprehensively, The establishment of the functions of government organs is becoming more and more detailed, and the civil servant ranks are also growing. The expansion of the civil service has brought great pressure to the management of the civil service system in our country. Especially, the old-age insurance system for civil servants, which has been formed in China for a long time by the state finance, has brought great pressure to the government finance. In order to cope with the plight of the gradual decline of the population dividend in our country, The government of our country has strengthened its efforts to reform the social security system in order to alleviate the social contradictions through the reform of the system. It can also provide directions and suggestions for the development of the pension insurance system for civil servants. This paper combines the relevant knowledge of history and social security, and analyzes in detail the establishment of the pension insurance system for civil servants in China on the basis of the theory of political economy. There are three chapters in this paper: the first chapter introduces the related concepts of the pension insurance system for civil servants, and then puts forward three theories of the establishment of the pension insurance system for civil servants: the state interventionism theory of Germany. The theory of welfare state and Marxist social insurance theory in Britain, and finally combined with the relevant knowledge of history, the historical stages of the pension insurance system of civil servants in China are divided. The second chapter introduces the operating mechanism of the pension insurance system for civil servants in China. Firstly, it puts forward the principles that should be observed in the operation of the pension insurance system for civil servants in our country: one is the principle of policy unification, the other is the principle of smooth transition. The third is the principle of special old-age treatment, and the second is the discussion of the fund raising and payment, management and supervision of the pension insurance system of civil servants in China, as well as the administrative services. The third chapter puts forward the concrete measures to improve the construction of the civil servant pension insurance system in China, including the transition design of the old and new pension insurance system of our country, the maintenance and increment of the pension insurance gold of the civil servants in our country. In addition, pay attention to improve our civil service group pay system and delay retirement policy.
