福建省政策性农业保险发展存在问题与优化研究

【摘要】：农业是国民经济的支柱产业,其生产经营的特点决定了它的弱质性。福建省位置处在中国东南边,濒临海域,每年都会发生多次台风、洪水等自然灾害,这些灾害严重破坏了福建省的农业生产和农业经济发展。除此外,市场风险和社会风险都可能阻碍农业生产的安全。而政策性农业保险作为一种经济补偿和保障制度,具有分散农业风险、保障农民收入、促进农业产业化的功能效用,是世界上普遍采取的支农政策之一。本文旨在以保险学理论、经济学理论为基础,通过梳理农业保险理论概念,分析指出福建省政策性农业保险发展存在的问题,再结合比较国内外政策性农业保险发展的经验,提出了对当前发展存在问题的优化建议。一是完善法律保障体系,加大财政补贴力度、提高补贴资金的使用效率,完善税收减免等优惠政策；二是设立专门的农业风险管理机构,建立农业保险协调与监管机制；三是提高产品开发能力,适度扩大政策性农业保险覆盖面；四是建立健全农业巨灾风险保障体系；五是提高农户保险意识,培养优秀从业人员,为农业保险事业添砖加瓦。文章主要由七个部分组成。第一部分,导言；第二部分,农业保险的相关理论及研究概述；第三部分,福建省政策性农业保险发展概况介绍；第四部分,福建省政策性农业保险现状分析；第五部分,国内外政策性农业保险制度模式的比较借鉴；第六部分,促进福建省政策性农业保险发展的对策建议；第七部分,结语。
[Abstract]:Agriculture is a pillar industry of the national economy, and its characteristics of production and management determine its weakness. Fujian Province is located in the southeast of China and is on the verge of the sea. There are many natural disasters such as typhoons and floods occurring every year. These disasters have seriously damaged the agricultural production and agricultural economic development in Fujian Province. In addition, market risks and social risks may hinder the safety of agricultural production. As an economic compensation and security system, the policy-oriented agricultural insurance system, It is one of the policies to support agriculture widely adopted in the world, which has the function of dispersing agricultural risks, protecting farmers' income and promoting agricultural industrialization. Based on the theory of insurance and economics, this paper analyzes and points out the problems existing in the development of policy agricultural insurance in Fujian Province by combing the concept of agricultural insurance theory, and then compares the experiences of the development of policy agricultural insurance at home and abroad. Some suggestions are put forward to optimize the current development problems. One is to perfect the legal guarantee system, increase the intensity of financial subsidies, improve the efficiency of the use of subsidy funds, improve tax relief and other preferential policies; Second, set up special agricultural risk management organization, establish agricultural insurance coordination and supervision mechanism; third, improve the ability of product development and expand the coverage of policy-oriented agricultural insurance; fourth, establish and improve the agricultural catastrophe risk protection system; Fifth, improve farmers' insurance awareness, train outstanding practitioners, and contribute to the agricultural insurance industry. The article is mainly composed of seven parts. The first part, introduction; the second part, the agricultural insurance related theory and research overview; the third part, Fujian Province policy agricultural insurance development overview; the fourth part, Analysis of the current situation of policy agricultural insurance in Fujian Province; part V, comparison and reference of the models of policy agricultural insurance system at home and abroad; part VI, countermeasures and suggestions to promote the development of policy agricultural insurance in Fujian Province; part VII, conclusion.
