太湖县机关事业单位养老保险制度改革研究

【摘要】：中国的改革经历了三十多年的风雨,到现在剩下的都是难啃的硬骨头。养老保险是近年来我国社会保障方面的热门话题,其中,机关事业单位养老保险制度改革对养老保险体系的完善程度产生直接的影响。2015年初《国务院关于机关事业单位工作人员养老保险制度改革的决定》的颁布将我国养老保险体系的构建推向新的阶段。当前的机关事业单位养老保险制度,制定了多项举措去实现社会公平,全国二十多个省份积极响应,推进机关事业单位养老保险改革进入实质性的操作阶段。本文以国家级、省级颁布的有关机关事业单位养老保险制度改革实施的政策文件为研究的政策依据;在大量地阅读国内外机关事业单位(公职人员)养老保险制度改革相关文献的基础上,了解了目前外国学者和中国学者对公共部门工作人员养老保险制度的研究状况,以机关事业单位工作人员为调查对象,有针对性的设计调查问卷,罗列出改革中可能出现的问题,对具体的负责人进行访谈,通过这两种调查方式,较为全面地收集了太湖县机关事业单位养老保险制度改革情况的资料。本文首先对机关事业单位养老保险制度改革的相关概念和理论进行了叙述,然后从太湖县县情出发,梳理了太湖县的机关事业单位工作人员在养老保险方面遵循制度的发展变化情况、现阶段改革的思路和实施现状,进而总结出太湖县机关事业单位养老保险制度改革存在的主要问题,最后分析了各个问题产生的原因,在认清问题原因之后,有针对性地提出了促进相关政策法规建立和完善、增收节支减轻地方财政压力、提升社保经办机构的经办能力、优化个人账户资金管理和呼吁完善养老保险制度顶层设计五方面的解决对策。相应解决对策的提出,有利于促进太湖县开展机关事业单位养老保险制度改革工作;有利于推动安徽省机关事业单位养老保险制度改革后续工作的部署;有利于实现我国养老保险制度的公平、社会的和谐。
[Abstract]:China's reform has been through more than 30 years of wind and rain, so far the rest are hard to gnaw.Pension insurance is a hot topic in China's social security in recent years, among which,The reform of the old-age insurance system of the government institutions has a direct impact on the perfection of the pension insurance system. The promulgation of the State Council's decision on the Reform of the Pension Insurance system for the staff of the organs and institutions in early 2015 will bring about a change in China's pension system.The construction of endowment insurance system is pushed to a new stage.At present, the pension insurance system of government institutions and institutions has formulated a number of measures to achieve social equity. More than 20 provinces in the country have responded positively and pushed the pension insurance reform of government institutions into a substantial operational stage.The policy basis of this paper is the policy documents issued by the national and provincial governments and institutions on the reform and implementation of the old-age insurance system of the relevant organs and institutions.On the basis of reading a large number of relevant documents on the reform of the pension insurance system of the institutions (public officials) at home and abroad, we have learned about the current research situation of the pension insurance system for public sector workers by foreign scholars and Chinese scholars.Taking the staff of the organs and institutions as the object of investigation, designing a targeted questionnaire, listing out the problems that may arise in the reform, interviewing the specific responsible persons, and through these two methods of investigation,More comprehensive collection of Taihu County organs and institutions pension insurance system reform information.This paper first describes the relevant concepts and theories of the reform of the old-age insurance system in the government and institutions, and then proceeds from the situation in Taihu County.Combing the development and changes of the system followed by the staff of the government and institutions in Taihu County in terms of old-age insurance, the current reform ideas and the current implementation situation,Then summarizes the main problems existing in the reform of the pension insurance system in the organs and institutions of Taihu County, and finally analyzes the causes of each problem. After recognizing the causes of the problems, it proposes to promote the establishment and improvement of relevant policies and regulations.To increase the income and reduce the local financial pressure, to enhance the social security agency management ability, to optimize the personal account fund management and to call for the top design of the pension insurance system five aspects of solutions.The corresponding countermeasures are helpful to promote the reform of the pension insurance system of the government and institutions in Taihu County, and to promote the arrangement of the follow-up work of the reform of the pension insurance system of the organs and institutions in Anhui Province.It is helpful to realize the fairness of the endowment insurance system and the harmony of the society.
