扶持与约束——民国政府在民族保险业发展中的双重角色扮演

【摘要】：民族保险业在近代从零起步、蹒跚前行的过程中,一直与政府有着密切的关系。民国时期政府对民族保险业的扶植倡导、立法管制以及税收约束,生动地诠释了政府在其中所扮演的扶持与约束同在的双重角色特点。由于受不平等条约的羁绊,民国政府对民族保险业的扶持往往被事实上的各种约束所取代。政府扶持的有限性和与之相伴的过多的约束,是民国时期民族保险业迟滞不前、终难发展的重要原因之一。
[Abstract]:The national insurance industry has been closely related to the government in the process of starting from scratch in modern times.During the period of the Republic of China, the government advocated the national insurance industry, legislated the regulation and the tax restriction, vividly explained the government in which the support and the restraint double role characteristic.Because of unequal treaties, the government's support for the national insurance industry is often replaced by various constraints.The limitation of government support and the excessive restrictions associated with it are one of the important reasons why the national insurance industry lagged behind in the period of the Republic of China.
