河源市农村新型养老保险问题研究

【摘要】：作为处于社会保障制度建设边缘的农村，经济发展落后，农民生活水平较低，对于丧失劳动能力的老年人的生活更加无法得到保障，所以农民的养老问题急需得到解决。目前贫困地区属于国家在经济和社会全面发展期间的弱点，全面建立并完善农民社会保障制度就关系到整个国家社会保障体系的构建。20世纪80年代开始，我国进行农村社会养老保险试点，主要是针对低保户、五保户等所提出的一种保障，解决他们的基本生活以及养老等困难。随着农村社会养老保险（“旧农保”）日益无法满足农民群众对于养老保障的需求，此时更加关注农民利益的新型农村社会养老保险（“新农保”）也就应运而生。本文讨论的学术界比较少涉到的问题，是关于贫困地区实施新型农村社会养老保险的问题，在研究过程中运用了历史研究法，分析了新、旧农保在筹资方式、缴费机制、标准设定等方面的差异，然后从新型农村社会养老保险的基本理论出发，并以广东省欠发达城市——河源市新农保的发展为例，通过实证分析法，调查河源市的基本情况，分析了河源市新型农村养老保险的实施现状以及在实施过程中存在的问题，，问题包括：参保意识薄弱、缴费能力低、参保水平不均衡；筹资、投资、监管机制不健全；新农保机构人员短缺，管理服务平台不完善。然后通过比较分析法总结了德国、日本、波兰在农村社会养老保险建设中的经验，学习国内苏州、烟台、中山模式的构建，对河源市新农保进行研究，借鉴这些国内外的发展经验，最终提出完善河源市新型农村社会养老保险的建议，包括：改善新农保的宣传方式，让农民群众真正熟悉新农保的政策；在保持传统家庭养老工作继续进行的同时，促进家庭养老和社会养老保险工作的进一步共同发展；进一步加快河源市新农村的建设步伐，实现农村和城市的社会养老保险一体化；进一步加强新农保工作的队伍建设，提高对农民养老的管理服务质量。希望通过笔者的研究分析，能真正为河源市新型农村社会养老保险的不断建设和发展，提供切实可行的建议和经验。
[Abstract]:As at the edge of the construction of social security system in rural areas, backward economic development, the living standards of farmers is relatively low, the incapacity of the elderly life can not be guaranteed, so there is an urgent need to solve the problem of the farmers' pension. The poor area belongs to the national development during the period of weakness in the economy and society, to establish and perfect social security the system of farmers is related to the construction of.20 century beginning in 80s the national social security system, China's rural social endowment insurance pilot, mainly for low income households, a guarantee of five households, the basic pension and solve their life difficulties. With the rural social endowment insurance ("old agricultural insurance") is unable to meet the farmers' demand for old-age security, new rural social pension insurance at this time to pay more attention to the interests of the farmers (new agricultural insurance) It also comes into being.
This paper discusses the academic circles less involved, is on the implementation of the new rural social endowment insurance in poor areas, the historical research method used in the course of the study, analysis of the new and old agricultural insurance in the way of financing, payment mechanism, standard setting and other aspects of the differences, and then starting from the basic theory of the new rural society the endowment insurance, and with the development of the developed city - Heyuan new agricultural insurance in Guangdong Province as an example, through empirical analysis, the basic situation of the investigation of Heyuan City, analyzes the current situation of the implementation of the new rural endowment insurance in Heyuan City and the problems in the implementation process problems include: insurance awareness, ability to pay low, the insured level is not balanced; the financing, investment, supervision mechanism is not perfect; the new agricultural insurance agency personnel shortage, management service platform is not perfect. Then through the comparative analysis, summarizes the Germany, Japan and Poland in the The construction of rural social endowment insurance in the experience of learning at home in Suzhou, Yantai, Zhongshan construction mode, the new rural endowment insurance in Heyuan to study, learn from the development experience of the domestic and abroad, finally put forward to perfect the new rural social pension insurance in Heyuan City, including: improve the new agricultural insurance propaganda way, let the masses of peasants really familiar with the new agricultural insurance policy; keep working in the traditional family pension to proceed at the same time, to further promote the common development of family pension and social pension insurance work; to further accelerate the pace of building new countryside in Heyuan, realize the integration of rural social endowment insurance and city; to further strengthen the team construction of the new agricultural insurance work, improve the management the quality of service of the aged peasants. I hope that through the research and analysis, can be truly continuous construction and development of the new rural social endowment insurance in Heyuan city.
