巩义市农村社会养老保险问题研究

【摘要】：随着我国老龄化进程的加快,老年人的养老问题逐步引起了人们的关注。我国是一个农业大国,农村人口众多,受到城市化进程、家庭养老保障弱化、农村经济发展滞后等因素的影响,农村老龄化问题更为严重,农村老年人的养老问题更为突出。早在上世纪九十年代,我国就开始对在农村建立社会养老保险制度进行了广泛的探索和研究,积累了一些宝贵的经验。在2009年国家就制定并实施了新型农村社会养老保险制度,同时试点工作也逐步开展,新型农村社会养老保险制度开始逐步覆盖我国广大农村地区,我国农村地区的居民从此便有了一个最基础的养老保障。这是在国家取消农业税、实施粮食直补、农机局购置补贴之后,党和国家从大局出发,出台的又一项重大惠民利民政策。新型农村社会养老保险的出台标志着我国在建立覆盖城乡居民社会养老保险制度方面迈出了重要一步。本文在加快推进城镇化建设、促进农村经济发展、统筹城乡发展和全国城乡居民社会养老保险试点不断扩大的背景下,对巩义市新型农村社会养老保险制度进行理论分析和实证研究。本文第一部分绪论论述了本篇论文的选题背景、选题意义以及研究思路和研究方法。第二部分阐述了养老保险的相关概念以及养老保险的一些理论基础。第三部分分别阐述了巩义市新型农村社会养老保险的发展现状、政策实施情况、存在的问题以及对存在这些问题原因的分析。在这其中通过对巩义市进行实践调研、发放调查问卷,回收问卷并对调查问卷进行数据分析,通过图表和数据反映出巩义市新型农村社会养老保险制度的实际实施效果以及存在的问题。第四部分是分别列举了北京市、苏州市、通江县三个地方在探索建立农村养老保险制度中积累的经验以及经验借鉴之处。最后一部分阐述了通过借鉴吸收成功经验的基础上,确立正确的指导思想和工作方法、提高养老金支付水平、建立健全养老金监管机制、加大养老保险的宣传力度、发挥社会力量的作用等方面对巩义市新型农村社会养老保险制度实施过程中存在的问题提出对策,从而不断改进和完善巩义市新型农村社会养老保险制度,以满足广大农村居民的养老需求,保持农村的经济社会稳定,实现农村的可持续发展。
[Abstract]:With the acceleration of the aging process in China, the aging problem of the elderly has gradually attracted people's attention.China is a large agricultural country with a large rural population, which is affected by the urbanization process, the weakening of the family pension security, the lagging of rural economic development, and so on. The problem of aging in rural areas is more serious, and the problem of the aged in rural areas is more prominent.As early as the nineties of last century, our country began to establish the social old-age insurance system in rural areas for a wide range of exploration and research, accumulated some valuable experience.In 2009, the state formulated and implemented a new rural social endowment insurance system, and the pilot work was gradually carried out. The new rural social old-age insurance system began to gradually cover the vast rural areas of China.Since then, the residents in rural areas of our country have a basic old-age security.This is after the state cancels the agricultural tax, implements the grain direct subsidy, the agricultural machinery bureau purchases the subsidy, the party and the state proceed from the overall situation, promulgates another important benefit the people benefit the people policy.The introduction of the new rural social old-age insurance marks an important step in establishing the social old-age insurance system covering urban and rural residents.Under the background of speeding up the construction of urbanization, promoting the development of rural economy, coordinating the development of urban and rural areas and expanding the pilot projects of social endowment insurance for urban and rural residents throughout the country,This paper makes theoretical analysis and empirical research on the new rural social endowment insurance system in Gongyi City.The first part of this paper discusses the background, significance, research ideas and research methods.The second part describes the related concepts of pension insurance and some theoretical basis of pension insurance.The third part separately elaborated the development present situation, the policy implementation situation, the existence question and the analysis to the existence of the new rural social endowment insurance in Gongyi.Among them, through the practical investigation of Gongyi City, the distribution of questionnaires, the recovery of the questionnaires and the analysis of the data of the questionnaires,The actual implementation effect and existing problems of the new rural social old-age insurance system in Gongyi City are reflected by the charts and data.The fourth part enumerates the experiences accumulated in the establishment of rural old-age insurance system in Beijing, Suzhou and Tongjiang respectively.In the last part, on the basis of absorbing the successful experience, we establish the correct guiding ideology and working method, improve the pension payment level, establish and perfect the pension supervision mechanism, and increase the propaganda of the pension insurance.In order to improve and perfect the new rural old-age insurance system in Gongyi City, the problems existing in the implementation of the new rural social old-age insurance system in Gongyi City are put forward in terms of bringing into play the role of social forces.In order to meet the pension needs of rural residents, maintain the rural economic and social stability, realize the sustainable development of rural areas.
