云南省宜良县农村社会养老保险现状及对策研究

【摘要】:当今世界普遍存在人口老龄化这一共性化社会问题。中国已经进入老龄社会,由于中国人口基数最大,因而也成为世界上老年人口最多的国家。而中国农村老龄化程度远远超过城市,农村老龄化问题更为突出,面对日益严峻的农村养老问题,,国家把农村社会养老保险推上了重要的历史舞台,作为解决农村农民养老的一种最重要的手段。 本研究把云南省宜良县开展农村社会养老保险作为研究对象,笔者分两条线来开展对研究。一条线是广泛收集近些年国内、外学者对养老保险问题的研究,通过疏理,得出其在理论、问题分析、措施结论等方面的可取的研究成果;第二条线是通过在云南省宜良县实地开展的实地调查,收集到相关的第一手数据,通过对数据细致认真的分析比对,得出目前宜良县在开展农村社会养老保险过程中存在的问题:一是农村集体投入不足,农民缴费负担偏重;二是养老保险基金投资渠道窄,保值增值较难;三是经办人员能力、金融服务保障能力薄弱及信息系统建设滞后;四是养老保险保障水平低,部分参保积极性不高;五是受传统养老观念制约;六是新农保与其他社会保障制度衔接存在困难。因上述问题的存在致使农村社会养老保险政策的执行并未能达到预期效果,阻碍了宜良县农村社会养老保险制度持续、健康的发展。在此基础上结合第一条线的研究成果分析总结出云南省宜良县农村社会养老保险的对策及结论:一是总体思路方面。需坚持“保基本、全覆盖、可持续”及分乡镇、分人群逐步推进新型农村养老保险的发展思路。二是在制度的模式设计方面。要采取完全基金积累制与现收现付制相结合模式,同时需适度提高农村劳动者养老金发放年龄。三是得出完善云南省宜良县农村养老保险制度的对策。提出要明确政府主导地位,承担主体责任;提高财政资金投入力度,建立中央、省、市及县各级政府共同承担财政投入的新格局;改革农保基金体制,提高基金统筹级次;拓宽基金投资渠道,促进基金保值增值;加大宣传力度,强化农民投保意识。本文的研究希望能为解决宜良县农村老龄化日益严重的社会问题提供对策参考,进而为云南省乃至中国完善健全农村社会养老保险体系以及彻底解决农民养老问题提供一定的借鉴参考。 在得出的对策与结论中可能存在的创新点有如下几点:一是建立中央、省、市县各级政府共同承担农村社会养老保险财政投入责任的新格局;二是改变目前农村社会养老保险基金以县级统筹管理的管理模式,把统筹级次提高到州、市或省级级别;三是在集体经济发展不到位的地区,把农保基金集体应补助部分纳入各级财政统筹承担的范畴。
[Abstract]:There is a common social problem of aging population in the world today. China has entered an aging society and has become the largest country in the world because of its largest population base. However, the degree of rural aging in China is far greater than that in urban areas, and the problem of rural aging is even more prominent. In the face of the increasingly serious problem of providing for the aged in rural areas, the state has pushed the rural social endowment insurance onto an important historical stage. As one of the most important means to solve the problem of rural farmers 'old-age support. This study takes the rural social endowment insurance in Yiliang County, Yunnan Province as the research object, and the author divides it into two lines to carry out the research. One line is the extensive collection of domestic and foreign scholars in recent years on the issue of old-age insurance research, through the dredging, get its theory, problem analysis, measures and other aspects of the desirable research results; The second line is based on a field investigation conducted in Yiliang County, Yunnan Province, to collect relevant first-hand data and carefully analyze and compare the data. The problems existing in the process of carrying out rural social old-age insurance in Yiliang County at present are as follows: first, the rural collective investment is insufficient, and the peasants' contribution burden is biased; second, the investment channel of pension insurance funds is narrow, so it is difficult to maintain and increase their value; the third is the ability of administrative personnel. The financial service security ability is weak and the information system construction lags behind; fourth, the old-age insurance security level is low, some participating enthusiasm is not high; five is restricted by the traditional pension concept; sixthly, the new rural insurance and other social security systems have difficulties. Because of the above problems, the implementation of rural social old-age insurance policy can not achieve the expected results, which hinders the sustainable and healthy development of rural social old-age insurance system in Yiliang County. Based on the analysis of the results of the first line, the countermeasures and conclusions of rural social old-age insurance in Yiliang County, Yunnan Province are summarized as follows: first, the overall thinking. It is necessary to persist in the development of the new rural old-age insurance, which is based on the basic, full coverage and sustainability, and divided into towns and townships. The second is the pattern design of the system. It is necessary to adopt the mode of combining the full fund accumulation system with the pay-as-you-go system, and at the same time, to raise the pension payment age of rural workers moderately. The third is to improve the rural endowment insurance system in Yiliang County, Yunnan Province. It is necessary to make clear the leading position of the government, assume the main responsibility, improve the financial investment, establish a new pattern in which the central, provincial, municipal and county governments share the financial input, reform the system of the agricultural insurance fund, and improve the level of the overall planning of the fund. Widen the fund investment channel, promote the fund to maintain and increase value; strengthen propaganda, strengthen farmers' insurance consciousness. The purpose of this paper is to provide a reference for solving the increasingly serious social problems of rural aging in Yiliang County. Then it provides some reference for Yunnan province and even China to perfect and perfect the rural social endowment insurance system and to solve the problem of peasant pension. The possible innovations in the countermeasures and conclusions are as follows: first, to establish a new pattern in which the central, provincial and municipal governments at all levels jointly assume the responsibility for the financial input of rural social endowment insurance; Second, to change the current management model of rural social endowment insurance funds managed as a whole at the county level, and raise the overall planning level to state, city or provincial level; third, in areas where collective economic development is not in place, The collective subsidy of the rural insurance fund should be included in the scope of the overall financial commitment at all levels.
