日本养老保险制度借鉴研究

【摘要】：养老保险制度是提供老年人稳定可靠的生活来源，保障老年人的基本生活需求，，从而达到社会稳定的社会制度安排。养老保险制度涉及全体公民切身利益的大事,它关系到我国即将面临的老龄化问题的应对,也足以影响我国社会和谐发展。随着经济的发展社会各国的老龄化矛盾日益突出。其中日本是亚洲老龄化问题发展速度最快的国家之一。日本的养老保险制度经过半个世纪的发展已经形成一套较为完善的社会养老保险体系，但是，随着老龄化、少子化问题产生给日本社会的养老保险制度带来了巨大的影响。由于老龄化现象对养老保险制度的负面影响，日本政府针对养老保险制度进行了改革。本文通过五个部分的内容对日本养老保险制度进行分析，最终得出发展我国养老保险制度的启示。第一章绪论部分阐述文章的研究背景及研究意义、相关文献综述、研究方法以及本文的创新之处；第二部分概括了相关概念界定及理论基础；第三部分主要阐述日本养老保险制度及其改革，分析日本养老保险制度的发展历程，探讨日本养老保险制度的改革成效及特点；第四部分阐述我国养老保险制度，我国现行养老保险制度发展以及现状；第五部分总结日本养老保险制度对我国养老保险制度的启示。我国养老保险制度建立较晚,目前仍处于改革和发展阶段。随着经济的快速发展，人口老龄化、经济发展不平衡、地域之间贫富差距大、特别是城乡二元结构等问题的产生都对我国的养老保险制度提出了新的要求。随着国家对人口老龄化的重视我国第一部老龄事业发展蓝皮书《中国老龄事业发展报告》2013年27日在京发布。蓝皮书指出，“积极应对人口老龄化”应纳入基本国策。中日两国在老龄化问题上存在诸多相似之处，因此，我国应积极探究日本在老龄化背景下如何发展养老保险制度，借鉴有益经验来发展和完善我国的养老保险制度。日本日趋完善的年金制度改革，对我国社会保障制度的构建和完善有理论和实践的借鉴意义。
[Abstract]:The old-age insurance system is to provide a stable and reliable source of life for the elderly, to ensure the basic living needs of the elderly, and thus to achieve a stable social system arrangement. The old-age insurance system is related to the vital interests of all citizens. It is related to the aging problem that our country is about to face, and it is sufficient to affect the harmonious development of our society. With the development of economy, the contradiction of aging is becoming more and more prominent. Among them, Japan is one of the fastest-growing countries in Asia. After half a century's development, Japan's old-age insurance system has formed a set of relatively perfect social old-age insurance system. However, with the aging of Japan, the problem of minority children has brought great influence to the pension insurance system of Japanese society. Due to the negative influence of aging on the pension insurance system, the Japanese government has reformed the pension insurance system. This paper analyzes the pension insurance system in Japan through five parts, and finally draws the enlightenment of the development of the pension insurance system in China. The first chapter introduces the research background and significance of the article, the related literature review, research methods and the innovation of this paper, the second part summarizes the definition of relevant concepts and theoretical basis; The third part mainly elaborates the Japanese endowment insurance system and its reform, analyzes the Japanese endowment insurance system development process, probes into the Japanese endowment insurance system reform result and the characteristic; the fourth part elaborates our country endowment insurance system, The fifth part summarizes the enlightenment of Japanese old-age insurance system to China's endowment insurance system. Our country endowment insurance system establishes late, at present is still in the reform and the development stage. With the rapid development of economy, the aging of population, the imbalance of economic development, the wide gap between the rich and the poor between the regions, especially the emergence of the dual structure of urban and rural areas, these problems have put forward new requirements for the old-age insurance system of our country. With the attention paid by the state to the aging of the population, the first Blue Book on the Development of Aging in China, the China Aging Development report, was released in Beijing on the 27th of 2013. According to the Blue Book, active response to population ageing should be incorporated into basic state policy. There are many similarities between China and Japan in the problem of aging. Therefore, our country should actively explore how to develop the pension insurance system in Japan under the background of aging, and learn from the beneficial experience to develop and perfect the pension insurance system of our country. Japan's increasingly perfect annuity system reform has theoretical and practical significance for the construction and improvement of China's social security system.
