大连市城镇企业退休职工医疗保险给付水平研究

【摘要】：在人口老龄化程度的不断加深的背景下，老年人社会保障问题越来越成为世界各国关注的焦点，医疗保障则成为社会保障的重中之重。由于老年人身体状况日渐衰退，患病几率大大增加，一旦患大病或慢性病，便需要支付高额的医疗费用。而企业退休职工，这个普遍处于中低收入的群体，他们中的大多数人没有企业提供的补充医疗保险；由于退休金偏低仅够日常生活所用，因而无力购买商业医疗保险，更没有享受公务员的医疗补助。企业退休职工老年时期的医疗需求，仅能依靠职工基本医疗保险来提供医疗保障。而现行的城镇职工基本医疗保险遵循“低水平、广覆盖”原则，只能保障职工最基本的医疗需求，，对于退休后的老年人，保障效果很有限。因而“看病难、看病贵”的问题仍旧存在。第六次全国人口普查结果显示，到2010年，大连市65岁及以上人口已经达到716350人，占总人口的10.71%。这个比重在15个副省级城市中为最高，高于副省级城市平均值2.53个百分点；同时，该比重也高于辽宁省的10.30%。60岁及以上人口为1057116人，占总人口的15.80%。作为东北老工业基地，大连市的企业退休职工占老年人口的比重很大。本文基于目前人口老龄化以及医疗保障体系不健全的背景，以大连市城镇企业退休职工医疗保险供给水平作为研究题目，采用问卷调查和文献研究的方法，对大连市城镇企业退休职工的医疗保险现状进行分析。针对调查现状提出存在的问题，并对其原因进行分析。根据大连市城镇企业退休职工医疗保险需求额不足的现状，结合六普数据及辽宁省统计年鉴、大连市经济和社会发展统计公报提供的数据，对企业退休职工医疗保险给付水平进行测算，最后得出提高大连市城镇企业退休职工医疗保险给付水平的建议对策。
[Abstract]:In the background of the deepening of population ageing , the social security problem of the elderly is becoming the focus of the world ' s concern , and the medical security becomes the focus of the social security . As the old people ' s physical condition is getting worse , the probability of illness increases greatly . As soon as the illness or chronic disease is affected , it is necessary to pay high medical expenses . And the retired worker of the enterprise , this general is in the middle and low - income group , most of them have no supplementary medical insurance provided by the enterprise ;
Because the pension is low enough to be used in daily life , it is unable to buy commercial medical insurance , and is not entitled to medical subsidy for civil servants . The medical demand in the old period of the retired worker of the enterprise can only rely on the basic medical insurance of the staff and workers to provide medical security . The existing basic medical insurance for urban workers follows the principle of " low level and wide coverage " , which can only guarantee the most basic medical needs of workers and workers . Therefore , the problems of medical care and medical care are still existed .

The sixth national census showed that , by 2010 , the population of 65 and above in Dalian had reached 7,16350 people , accounting for 10.71 % of the total population . This proportion is the highest among the 15 sub - provincial cities , which is 2.53 percentage points higher than the average of the sub - provincial cities ;
