城乡居民大病保险基金的运营绩效及承受能力研究——基于H省的实证分析

【摘要】：大病保险作为商业保险参与社会医疗保险的最佳结合方式,被誉为是以中国智慧解决长期存在的"看病难、看病贵"问题的创新途径。大病保险能否稳定持续发展,依赖于大病保险基金能否实现收支当期平衡和中期平衡。H省大病保险制度试运行以来,保障效果显现,明显缓解了参保人员的医疗费用负担,但从长期来看,城乡居民大病保险基金面临着收支失衡的危机。因此,须提升商业保险机构的参与积极性、加大政府的资金投入与政策扶持、构建多渠道的大病保险筹资体系,并加强大病保险基金的动态监管,保证大病保险基金实现基本收支平衡,为大病保险制度的持续运营提供有力支撑和可靠保障。
[Abstract]:As the best combination of commercial insurance and social medical insurance, the insurance of serious illness is regarded as an innovative way to solve the problem of "difficult and expensive to see a doctor" with Chinese wisdom. Whether the serious illness insurance can develop steadily and sustainably depends on whether the insurance fund can realize the balance of income and expenditure in the current period and the medium-term balance. Since the trial operation of the serious illness insurance system in the province of H, the effect of the guarantee is obvious, which obviously alleviates the burden of the medical expenses of the insured personnel. But in the long-term, the insurance fund of urban and rural residents is facing the crisis of imbalance of income and expenditure. Therefore, it is necessary to enhance the participation enthusiasm of commercial insurance institutions, increase the government's capital input and policy support, construct a multi-channel financing system for serious illness insurance, and strengthen the dynamic supervision of the serious illness insurance fund. To ensure the basic balance of income and expenditure of the serious illness insurance fund, and to provide strong support and reliable guarantee for the continuous operation of the serious illness insurance system.
