江西省新型农村社会养老保险参保率影响因素研究

【摘要】：目前，养老保障已经逐渐成为一个全球性问题。随着经济的发展和社会的进步，中国现行的农村社会养老保险制度，也是在历经几个时期的不断发展和演化的过程中形成的。我国政府自20世纪80年代中期就开始探索农村养老保险制度，但由于制度自身设计的缺陷以及其他因素，进展不令人满意，最终停滞不前，其主要原因就是农民参保积极性不高，参保率低。2009年9月，国务院颁布了《关于开展新型农村社会养老保险试点的指导意见》，至今全国已经开展了大规模的试点工作，江西省的99个县区，经过三次试点申请，先后在77个县区开展了试点工作，并取得一定成果。本文就是在这样的背景下，通过大量的文献研读和相关理论分析的基础上，展开对江西省新型农村社会养老保险参保率影响因素的实证研究，希望能够为江西省甚至全国的新农保制度的推进和完善提供一定的参考意见。在了解江西省新型农村社会养老保险推广现状，实地调查渝水区、永修县、崇仁县和新建县新农保实施现状的基础上，本文从农民的参保意愿和支付能力两个维度对新型农村社会养老保险参保率影响因素进行了实证研究。论文选取江西省4个涉农区县进行实地调查，通过问卷设计和数据收集，，获取185个有效样本，运用SPSS18.0统计分析工具，对样本进行描述性统计分析、因子分析、信度分析、二元逻辑回归分析和区别分析。分析结果显示：有7个因素显著影响参保意愿，具体为农民年龄、家庭老年人口数、家庭养老能力、政策了解程度、基础养老金待遇、家庭成员参保态度和政府补贴；而表现经济状况的农民家庭人均年收入、个人每月生活费、每年现金结余、家庭总体经济状况则与新农保的支付能力之间具有显著的因果关系。最后，针对实证分析结果，为江西省提高新型农村社会养老保险参保率以及该制度的推广和完善提出合理化建议。
[Abstract]:At present, old-age security has gradually become a global problem. With the development of economy and the progress of society, China's current rural social old-age insurance system is also formed in the process of continuous development and evolution through several periods. The Chinese government has been exploring the rural old-age insurance system since the mid-1980s. However, due to the defects of the system itself and other factors, the progress is unsatisfactory and finally stagnates. In September 2009, the State Council promulgated the guidelines on the pilot of a New Type of Rural Social Endowment Insurance. So far, large-scale pilot work has been carried out throughout the country. Through three pilot applications, 99 counties and districts in Jiangxi Province have carried out pilot work in 77 counties, and achieved certain results. In this context, based on a large number of literature studies and related theoretical analysis, this paper carries out an empirical study on the factors affecting the participation rate of the new rural social old-age insurance in Jiangxi Province. Hope to provide some reference for the promotion and improvement of the new rural insurance system in Jiangxi province and even the whole country. On the basis of understanding the present situation of the promotion of the new rural social endowment insurance in Jiangxi Province and investigating the present situation of the implementation of the new rural endowment insurance in Yushui District, Yongxiu County, Chongren County and Xinjian County, This paper makes an empirical study on the influencing factors of the new rural social endowment insurance from the two dimensions of farmers' willingness to participate in insurance and their ability to pay. Through questionnaire design and data collection, 185 valid samples are obtained, and descriptive statistical analysis, factor analysis and reliability analysis of the samples are carried out by using SPSS18.0 statistical analysis tools. Binary logistic regression analysis and differential analysis. The results show that there are seven factors that significantly affect the willingness to participate in insurance, such as the age of farmers, the number of elderly family members, the ability of the family to provide for the aged, the degree of policy understanding, the treatment of basic pension, the attitude of family members to participate in insurance, and government subsidies. However, the average annual income, personal living expenses, annual cash balance, and the overall economic situation of the peasant family have a significant causal relationship with the ability to pay of the new rural insurance. Finally, based on the results of empirical analysis, some reasonable suggestions are put forward for Jiangxi Province to improve the participation rate of the new rural social old-age insurance and the promotion and improvement of the system.
