老龄化背景下社会保障的“防风险”和“补短板”——国际经验和中国改革路径

【摘要】：中国人口发展已经进入深度转型阶段,老龄化的加速影响也从充足性、公平性和可持续性方面对社会保障制度建设提出了新的改革要求;而人口年龄结构变动使中国社会保障制度面临严峻的财务运行风险和结构性不公平问题。在充分借鉴国际经验基础上,要按照人口年龄结构变动的需求和约束条件,加快完善社会保障制度顶层设计、改革不适应人口形势转变的关键环节和重点领域、防范制度运行风险、补齐保障缺失项目、健全可持续发展机制,为应对老龄化筑牢社会托底安全网。
[Abstract]:China's population development has entered the stage of deep transformation, and the accelerated impact of aging has put forward new reform requirements for the construction of social security system from the aspects of adequacy, equity and sustainability. The change of population age structure makes the social security system of China face severe financial risks and structural unfairness. On the basis of drawing full lessons from international experience, it is necessary to speed up the improvement of the top-level design of the social security system in accordance with the needs and constraints of the changes in the age structure of the population, and to reform the key links and key areas that do not adapt to the changing population situation. To guard against the operational risks of the system, to make up for the missing items, to perfect the mechanism of sustainable development, and to build a strong social safety net to cope with the aging of the society.
