山西省柳林县新农保推行中的问题及对策研究

【摘要】：新型农村社会养老保险是一项利国利民的政策,对于和谐社会与社会主义新农村的建设有着重要的意义。我国从2009年开始实施新型农村社会养老保险政策,目前已基本实现全覆盖,并取得了重大的成就。山西省柳林县是我国首批新型农村社会养老保险试点地区之一,经过几年的推行与努力,各项工作都取得了明显的效果,但是,随着政策推行的深入,也暴露出了一些问题。本文以山西省柳林县新型农村社会养老保险政策推行进程为研究对象,总结柳林县积累的经验,分析政策推行中存在的问题,对柳林县新农保实施提出完善建议的同时,也为新型农村社会养老保险制度在全国农村地区的推行提供一些借鉴与经验。论文由五部分组成。第一部分为绪论,主要介绍了论文研究的背景、意义、研究内容及方法,对近几年国内外关于农村社会养老保险的研究现状进行了综述。第二部分介绍了我国推行农村社会养老保险试点的背景,阐述了我国农村社会养老保险制度的历史进程与完善我国新农保政策的必要性。第三部分是山西省柳林县新型农村社会养老保险试点背景及现状,介绍了柳林县基本经济状况,对柳林县新农保政策的推行进程及推行现状进行了分析。第四部分总结了柳林县新型农村社会养老保险推行中的经验,并采取问卷调查的方式,对当地农民关于新型农村社会养老保险政策的认识、满意程度及参保意愿等方面进行了调查及评价,指出一些推行过程中暴露出来的问题。第五部分对完善新农保的推行工作提出了有针对性的建议。主要从政府责任,新农保政策的普及宣传,新农保的立法保障与农保经办机构建设四个方面进行分析论述。
[Abstract]:The new rural social endowment insurance is a policy beneficial to the country and the people, which is of great significance to the construction of a harmonious society and a new socialist countryside. Since 2009, China has implemented the new rural social endowment insurance policy, which has basically achieved full coverage, and has made great achievements. Liulin County of Shanxi Province is one of the first pilot areas of new rural social old-age insurance in China. After several years of implementation and efforts, all the work has achieved obvious results. However, with the deepening of the policy, some problems have also been exposed. This paper takes the implementation process of the new rural social old-age insurance policy in Liulin County of Shanxi Province as the research object, summarizes the experience accumulated in Liulin County, analyzes the problems existing in the implementation of the policy, and puts forward some suggestions for the implementation of the new rural old-age insurance policy in Liulin County at the same time. It also provides some reference and experience for the implementation of the new rural social endowment insurance system in rural areas of the country. The paper consists of five parts. The first part is the introduction, mainly introduces the background, significance, research content and methods of the paper, and summarizes the research status of rural social endowment insurance at home and abroad in recent years. The second part introduces the background of carrying out the rural social endowment insurance pilot project in our country, expounds the historical process of the rural social endowment insurance system in China and the necessity of perfecting the new rural insurance policy of our country. The third part is the background and present situation of the new rural social endowment insurance in Liulin County, Shanxi Province. It introduces the basic economic situation of Liulin County, and analyzes the implementation process and current situation of the New Rural Insurance Policy in Liulin County. The fourth part summarizes the experience in the implementation of the new rural social old-age insurance in Liulin County, and adopts the method of questionnaire to understand the local farmers' policy on the new rural social old-age insurance. The degree of satisfaction and willingness to participate in insurance are investigated and evaluated, and some problems exposed in the process of implementation are pointed out. The fifth part puts forward some suggestions to improve the implementation of new rural insurance. Mainly from the government responsibility, the popularizing propaganda of the new rural insurance policy, the legislation safeguard of the new rural insurance and the construction of the agency organization of the rural insurance, this paper analyzes and discusses the four aspects.
