【摘要】：言不在多，而在精；论不在高，而在实。笔者在大量学习阅读诸多专家学者关于我国社会养老保险制度改革论著的基础上，结合自己在企业中管理离退休人员工资待遇发放的工作实际，加之自己对国家社会养老保险制度并轨改革比较关心，由此撰写了这篇关于我国养老保险制度并轨改革研究与探索的文章。文章通过对我国现行两种不同养老保险制度的现状介绍和所面临形势的分析，从理论和实践两个方面提出了进行改革的客观必要性和现实重要性。并运用马克思主义辩证唯物主义和历史唯物主义的方法论和世界观去剖析问题，寻求办法，力图有针对性的提出一些符合实际的改革方略和思路。文章简要阐述了当前人们对并轨改革的几种认识，介绍了大力支持改革的人，对改革持抵触情绪的人以及对改革持等待观望态度的人的不同看法和心理。同时还介绍了对实施并轨改革在社会上普遍存在的四种认识误区。意在阐明改革面临的复杂性和艰巨性。文章的重点是，提出了笔者对我国养老保险制度并轨改革的具体实施措施。其主要观点是：一是全面提高人们对改革的认识水平，通过观念更新，达成全社会的改革共识；二是要深入调查研究，加强国家级的顶层设计；三是要进行科学严密的专家论证和试验区的先行先试；四是要加大宣传教育力度，努力争取全体参与者的理解和支持；五是要切实加强党和政府对并轨改革的领导，科学有序的推进改革；六是要把国家改革的大政方法与对人民群众的人文关怀结合起来，，明确界定所有参加并轨改革人员的权利、责任和义务，又要维护人们的合法权益；七是国家新的养老保险制度应体现最低保障与鼓励多缴相结合的政策；八是全面推进社会养老保险制度改革要求真务实，以踏石留印，抓铁有痕的精神把落实进行到底。风正民心顺，官清民自安。虽然社会养老保险制度并轨改革是一块硬石顽石，但这块石头也一定会被我们啃下。因为我们坚信有党的十八届三中全会以来建树的“为民、务实、清廉”的良好党风政风，有党的群众路线教育活动以来形成的全面深化改革的强大动力，社会养老保险制度并轨改革一定会扬帆起航，扎实推进，取得实实在在的成效。
[Abstract]:Words are not much, but fine; talk is not high, but in truth. On the basis of reading a large number of books of experts and scholars on the reform of social old-age insurance system in China, the author combines his own work of managing the salary and payment of retired persons in enterprises. In addition, I pay more attention to the reform of the national social endowment insurance system, so I have written this article about the research and exploration of the reform of the pension insurance system in our country. This paper introduces the current situation of two different endowment insurance systems in China and analyzes the situation that they are facing. The paper puts forward the objective necessity and practical importance of the reform from two aspects: theory and practice. And using the methodology and world outlook of Marxist dialectical materialism and historical materialism to analyze the problem and seek ways to put forward some practical reform strategies and ideas. This paper briefly expounds the current understanding of the reform along the same track, and introduces the different views and psychology of the people who strongly support the reform, those who hold the resistance to the reform and the people who hold the attitude of waiting to wait and see the reform. At the same time, it introduces four kinds of misunderstandings that exist in the society. The aim is to clarify the complexity and difficulty of the reform. The key point of this paper is to put forward the concrete measures of implementing the reform of the pension insurance system in our country. The main points are as follows: first, to improve people's level of understanding of the reform in an all-round way, to reach the consensus of the reform of the whole society through the renewal of the concept, second, to conduct in-depth investigation and study, and to strengthen the top-level design at the national level; Third, it is necessary to carry out scientific and rigorous expert argumentation and the first trial in the pilot area; fourth, to increase propaganda and education efforts to win the understanding and support of all participants; and fifthly, to strengthen the leadership of the party and the government over the reform along the same track. Sixth, it is necessary to combine the great political methods of national reform with humanistic concern for the people, and clearly define the rights, responsibilities and obligations of all those who take part in the reform, and safeguard the legitimate rights and interests of the people. Seventh, the new state old-age insurance system should embody the policy of combining minimum security with encouragement of overpaying; eighth, the reform of the social old-age insurance system should be carried out in a pragmatic and truthful manner, and the implementation should be carried out in the spirit of stepping on stone to imprint and grasping iron marks. The wind is good for the people, and the officials and the Qing are safe. Although the reform of social endowment insurance system is a hard stone, but this stone will certainly be gnawed off. This is because we firmly believe that there is a good style of party conduct and government that has been built since the third Plenary session of the 18th CPC Central Committee, "for the people, pragmatic and clean," and that there is a strong motive force for comprehensively deepening reform since the Party's mass line education campaign. The reform of the social endowment insurance system will certainly sail and advance in a down-to-earth manner and achieve tangible results.
