构建农村新型医疗合作体系

【摘要】：作为中国一个特殊的医疗保障制度，农村合作医疗制度曾得到世界卫生组织和世界银行的赞誉。但是80年代之后，农村的经济体制发生变革。以集体经济为依托的农村合作医疗的发展遇到了瓶颈，覆盖范围大幅度下降。虽然在90年代“重建”和“试点”，但就目前情况来看，为了缓解广大农民就医难、看病难的现实情况，建立新的农村医疗保障制度迫在眉睫。只有这样才能满足农民的医疗需求，使农民的身体健康以及农村和城市协调发展更上一个新的台阶。以保证社会的稳定和可持续发展。本文意在对这个问题作初步的探讨。通过阐述新型农村医疗合作的研究背景，指出研究该问题对于完善我国医疗保障体系的具有十分重要的现实意义。通过明确社会保障和农村合作医疗的概念及相关理论以加深读者对二者的区分和明确其中的从属关系。我国农村医疗保障体系的演进与变迁使得我们更深入的认识到构建新型农村医疗合作体系的必要性和紧迫性，通过分析原有的农村医疗保障体系的成因及特性，与中国现有的农村医疗保障制度的现状与问题相比较。并且在综合分析的基础上提出如何从不同维度来完善农村医疗合作体系。文章最后指出构建农村新型医疗合作体系的具体途径和方法，也是本文的创新点所在。通过推广大病医疗保险构建城市乡村一体化社区卫生服务体系，建立新型的医疗卫生筹资模式等方法来改善我国现存的农村医疗合作的现状，消除该体系的弊端。努力维护农民的医疗保障权益。在农村的不发达地区，特别是贫困地区推广和完善合作医疗模式。以求高效率低成本地改善我国医疗合作体系的不足。
[Abstract]:As a special medical security system in China, the rural cooperative medical system has been praised by the WHO and the world bank. The development of rural cooperative medical care based on the collective economy has met the bottleneck, and the coverage of the rural cooperative medical system has been greatly reduced. In view of the current situation, it is urgent to set up a new rural medical security system in order to alleviate the difficulties of the farmers and the difficulties of seeing the disease.
