【摘要】:社会保险经办机构的服务能力关系到社会保障制度的运行水平,因此,对社会保险经办机构的服务能力进行研究具有十分重要的意义。截至2011年底,我国社会保险机构共7635个,与2000年相比增加了2851个,社会保险机构的硬件能力和软件能力均大幅度提升,为社会保险制度的高效运行打下扎实基础。社会保险经办机构作为社会保险制度的实施主体,其工作效率和运行效率对社会保障体系的不断完善起着十分重要的作用。随着我国社会保险事业的飞速发展,对社会保险经办机构的社会化水平、信息化水平和规范化水平提出了更高要求,经办机构传统的管理组织模式面临巨大挑战,提高经办机构的服务能力刻不容缓。 本文研究的根本问题为,如何提高沈阳市社会保险经办机构的服务能力,,这对促进社会的长治久安,保障社会群众的根本利益,满足社会的发展需求,提高社会主义先进文化建设水平具有十分重要的意义。本选题的目的在于提高沈阳市社会保险经办机构的服务能力,为政策调整提供理论依据和数据支持。从工作环境和服务设施、业务处理、经办人员队伍建设等变量出发,对沈阳市社会保险经办机构服务能力现状进行分析,以期提高其服务能力水平,促进社会保障体系的进一步发展,转变政府职能,建设服务型政府。 本文共分为五章。第一章对对相关概念和理论基础进行介绍。第二章对沈阳市社会保险经办机构的服务能力现状进行调研,并结合调研结果分析存在的问题及原因。从工作环境和服务设施、业务处理、经办人员队伍建设等变量出发,结合问卷调查等方式,明确服务能力现状、问题及其原因。第三章构建社会保险经办机构服务能力评价模型。结合调研得到的数据,对其进行定量分析,构建服务能力评价模型,有助于对区域社会保险经办机构的服务能力进行比较和评价。第四章具体阐述了国外社会保险经办机构服务能力现状,从人力资源、组织架构、业务流程等角度分析了澳大利亚和加拿大社会保险经办机构现状。第五章研究结论。基于沈阳市社会保险经办机构服务能力中存在的缺陷,提出了提高其服务能力的建议。
[Abstract]:The service ability of social insurance agencies is related to the operation level of social security system. Therefore, it is of great significance to study the service ability of social insurance agencies. By the end of 2011, there were 7635 social insurance institutions in China, which increased by 2851 compared with 2000. The hardware and software abilities of social insurance institutions were greatly improved, which laid a solid foundation for the efficient operation of social insurance system. As the main body of the implementation of social insurance system, the work efficiency and operation efficiency of social insurance agencies play a very important role in the continuous improvement of social security system. With the rapid development of social insurance in our country, higher requirements have been put forward to the level of socialization, informatization and standardization of social insurance agencies, and the traditional management and organization model of the agencies is facing great challenges. It is urgent to improve the service capacity of the agencies. The fundamental problems studied in this paper are how to improve the service capacity of the social insurance agencies in Shenyang, which will promote the long-term stability of the society, safeguard the fundamental interests of the social masses, and meet the development needs of the society. It is of great significance to improve the level of socialist advanced cultural construction. The purpose of this thesis is to improve the service ability of social insurance agencies in Shenyang, and to provide theoretical basis and data support for policy adjustment. Based on the variables of working environment and service facilities, business treatment and staff construction, this paper analyzes the present situation of service ability of social insurance agencies in Shenyang in order to improve their service ability. Promote the further development of the social security system, transform government functions, and build a service-oriented government. This paper is divided into five chapters. The first chapter introduces the related concepts and theoretical basis. The second chapter investigates the present situation of the service ability of the social insurance agencies in Shenyang, and analyzes the existing problems and causes. Based on the variables of working environment, service facilities, business treatment, staff construction and so on, the present situation, problems and causes of service ability are clarified by means of questionnaire survey and so on. The third chapter constructs the social insurance agency organization service ability appraisal model. Combined with the data obtained from the investigation, the quantitative analysis is carried out, and the evaluation model of service capability is constructed, which is helpful to compare and evaluate the service capacity of regional social insurance agencies. The fourth chapter elaborates the current situation of the service ability of the foreign social insurance agencies, and analyzes the current situation of the social insurance agencies in Australia and Canada from the aspects of human resources, organizational structure, business process and so on. The fifth chapter studies the conclusion. Based on the shortcomings of the service ability of the social insurance agencies in Shenyang, the paper puts forward some suggestions for improving the service ability of the agencies.
