安徽省农业保险财政补贴绩效分析

【摘要】：农业关乎民生,是最基础的行业,农业受自然条件影响,是一项弱质行业。农业保险是支持农业发展的“绿箱政策”,同时受到世贸组织的保护和政府的大力支持。2004年开始,农业就一直持续活跃在中央一号文件上,农业保险也应运而生,直至2007年,中国农业保险发展进入新纪元。2004年,我国开展政策性农业保险试点,2007年,确认内蒙古、四川、吉林、新疆、湖南、江苏六省为第一批农业保险保费补贴试点。2008年继续扩大试点,将安徽纳入试点范围。到2012年,我国确立了10个省份为农业保险财政补贴试点区域,标志着我国农业保险财政补贴政策进入全面发展阶段。自从政农业保险财政补贴政策试点工作开始后,试点地区的农业保险取得显著成绩。成绩的背后也隐藏着许多问题:补贴险种不足、补贴标准没有细分、道德问题、逆向选择问题等。在农业保险财政补贴试点工作进入正轨时,国家开始研究试点地区取得成效。2011年,对部分试点地区进行农业保险保费补贴绩效评估,首次绩效评估试点范围为:四川和内蒙古两省。2012年又增加安徽、江苏两省,扩大农业保险保费补贴绩效评价试点范围。安徽省在执行财政补贴政策后,发现财政补贴政策促进安徽省农业保险获得突破性增长,但同时也发现其在发展中也存在许多问题,例如:补贴规模没有跟上保险需求,补贴标准没有因地制宜,补贴比例采取“一刀切”模式,在政策宣传上也存在漏洞,保险公司后期服务跟不上,导致许多农户不能深入了解农业保险财政补贴政策,对政策评价不高,降低农户对农业保险的有效需求,财政补贴没有发挥最大效益。为了推动安徽省“三农”发展,推动农业保险政策更好更快惠农,实现农业保险财政补贴资金效益最大化,发挥保险助推器功能。因此,对农业保险财政补贴效率进行合理评估必不可少。

In order to promote the promotion of financial subsidies, The development of "three rural" in Anhui Province, promote the agricultural insurance policy better and faster benefiting farmers, realize the maximum benefit of the financial subsidies for agricultural insurance and play the function of the insurance booster.
