河南省临颍县农民养老保障问题研究

【摘要】：农民的养老保障是我国人口老龄化过程中面对的尖锐问题,也是当前我国农村社会所必须解决的问题之一。健全农民养老保障体系是全面建设小康社会、和谐社会的需要,是一个社会文明进步与和谐发展水平的重要衡量标准,也是任何一个国家都不能回避的责任。改革开放30多年来,我国从计划经济逐步转型到市场经济,精神文明与物质文明不断提高,社会养老保障体系的基本框架已初步建立,但是受各种条件的制约,占中国总人口近60%的广大农民的养老保障问题仍是我国当前社会保障体系中最薄弱的环节,家庭养老依然是当前我国农民养老的主要方式。但是随着经济社会的不断发展,家庭养老的保障功能正在不断弱化,加上我国广大农村地区养老保障制度不健全、保障措施不完善,如何解决农民的养老问题,已迫在眉睫。本文在借鉴德瑞韩等发达国家农民的养老保障制度和国内外专家学者研究成果的基础上,通过实地调查采访的方式,对河南省临颍县农民的养老保障问题进行了深入研究,并对我国农民的养老现状进行了分析评价,就进一步健全我国农民养老保障体系提出了有关对策建议,以期能对当前农民养老保障体系的健全和完善提供有益借鉴。本文共分六个部分。第一部分绪论阐述了选题的背景及意义,评述了国内外研究现状,介绍了本文的研究内容、研究方法、研究思路以及创新与不足之处。第二部分对相关概念进行了界定并评析了国外农民养老保障的实践经验。第三部分评述了当前我国农民养老保障的模式。第四部分通过实地调查研究了当前河南省临颍县农民养老保障现状与存在的问题,并进行了深入分析与研究。第五部分提出了完善我国农民养老保障体系的对策及建议。第六部分是结束语。通过对河南省临颍县农民养老保障问题的研究,试图得出解决我国广大农民养老保障的方法与路径,并希望在全国范围内不断完善农民的养老保障体系,把我国建设成和谐发展的新型社会。
[Abstract]:The old-age security of farmers is a sharp problem in the process of aging population in our country, and it is also one of the problems that must be solved in our country's rural society. It is the need of building a well-off society and a harmonious society to perfect the peasant pension security system. It is an important measure standard of a society's civilization progress and harmonious development level, and it is also a responsibility that any country can't avoid. Over the past 30 years of reform and opening up, China has gradually transformed from a planned economy to a market economy. Spiritual civilization and material civilization have been continuously improved. The basic framework of the social old-age security system has been preliminarily established, but it is restricted by various conditions. The problem of providing for the aged, which accounts for nearly 60% of the total population of China, is still the weakest link in the current social security system of our country, and the family pension is still the main way for the peasants to provide for the aged in our country at present. However, with the development of economy and society, the function of family old-age security is weakening, and the pension security system in the vast rural areas of China is not perfect, and the security measures are not perfect. It is urgent how to solve the problem of peasants' old-age support. On the basis of drawing lessons from the old-age security system of farmers in developed countries, such as Germany, Korea and other developed countries, and on the basis of the research results of experts and scholars at home and abroad, this paper makes an in-depth study on the problem of the old-age security of farmers in Linying County, Henan Province, by means of field investigation and interviews. This paper also analyzes and evaluates the present situation of Chinese peasants' old-age support, and puts forward some countermeasures and suggestions to further improve the rural old-age security system of our country. This paper is divided into six parts. The first part introduces the background and significance of the topic, reviews the current research situation at home and abroad, and introduces the research content of this paper. Research methods, The second part defines the related concepts and analyzes the practical experience of the foreign farmers' old-age security. The third part reviews the current mode of the peasants' old-age security in China. Through field investigation, the paper studies the current situation and existing problems of farmers' old-age security in Linying County, Henan Province. The fifth part puts forward the countermeasures and suggestions to perfect the rural old-age security system in China. The sixth part is the conclusion. Based on the study of the problem of rural old-age security in Linying County, Henan Province, this paper tries to find out the method and path to solve the problem, and hopes to continuously improve the old-age security system of farmers throughout the country. Build our country into a harmonious new society.
