枣庄市新型农村社会养老保险问题研究

【摘要】：新型农村社会养老保险作为改变城乡二元结构、缩小城乡差距、推进基本公共服务均等化的重要基础性工程和实现广大农村居民老有所养、应对人口老龄化挑战的重大惠民政策受到了人民群众和学术界的高度关注。本文以枣庄市新型农村社会养老保险问题为研究对象,在实地调查走访和认真查阅资料的基础上,了解当前政策实施现状,分析实施过程中存在的问题和不足,并通过借鉴公共经济学理论以及社会学理论来分析问题的成因并提出解决问题的对策。首先,介绍农村社会养老保险的相关理论和政策,简单分析枣庄市面临的农村养老困境和枣庄市原有农村社会养老保险制度及改革的必要性,并对我国新型农村社会养老保险制度及试点情况做简要概述,以此作为枣庄市新型农村社会养老保险建立背景。其次,分析概述枣庄市实施新型农村社会养老保险的具体政策和措施,并根据实地调查资料分析枣庄市新型农村社会养老保险的具体执行情况。再次,对枣庄市新型农村社会养老保险实施中存在的制度不健全、政策不合理；基础养老金标准低,保障水平低；政府片面强调参保率,但人力、财力投入不够；保险基金管理与运行机制不完善,存在资金可持续等问题,并从农村公共品理论和制度供给理论等多个层面进行分析可以归结为政策制度的改革滞后于经济社会的发展以及公共服务型政府建设尚不到位。最后提出可以从进一步建立完善筹资、激励、补贴机制,创新基金监督管理体系,加大政策宣传力度等方面继续改进枣庄市新农保政策,保持枣庄市新农保的持续健康发展。
[Abstract]:The new rural social endowment insurance is an important basic project to change the urban-rural dual structure, narrow the gap between urban and rural areas, promote the equalization of basic public services, and achieve a sense of security for rural residents. The important policy of benefiting the people to cope with the challenge of aging of the population has been highly concerned by the people and the academic circles. This paper takes the problem of the new rural social endowment insurance in Zaozhuang as the research object, on the basis of field investigation and careful reference to the data, To understand the current situation of policy implementation, analyze the problems and shortcomings in the process of implementation, and analyze the causes of the problem and put forward countermeasures to solve the problem by using the theory of public economics and sociological theory for reference. This paper introduces the relevant theories and policies of rural social old-age insurance, analyzes the dilemma of rural old-age insurance faced by Zaozhuang City and the necessity of the reform of the original rural social old-age insurance system in Zaozhuang City. And to our country's new rural social endowment insurance system and the pilot status of a brief overview, as a new rural social endowment insurance in Zaozhuang City, the establishment of the background. Secondly, This paper analyzes and summarizes the specific policies and measures of implementing the new rural social old-age insurance in Zaozhuang city, and analyzes the concrete implementation of the new rural social old-age insurance in Zaozhuang city according to the field investigation data. The implementation of the new rural social endowment insurance in Zaozhuang City is not perfect, the policy is unreasonable, the basic pension standard is low, the level of guarantee is low, the government emphasizes the insurance rate one-sidedly, but the manpower and financial investment is not enough; Insurance fund management and operation mechanism is not perfect, there are problems such as the sustainability of funds, It can be concluded that the reform of policy and system lags behind the development of economy and society and the construction of public service-oriented government is not in place. To further establish and improve financing, Incentive, subsidy mechanism, innovation fund supervision and management system, increase policy publicity and other aspects continue to improve the new rural insurance policy in Zaozhuang City, to maintain the sustainable and healthy development of the new rural insurance in Zaozhuang City.
