【摘要】：自2012年党中央和国务院开始试点推动实施大病保险制度以来,大病保险一直是社会各界关注的焦点。近年来,大病保险在全国范围内获得极大发展,2015年7月,大病保险已从试点阶段过渡到全面实施阶段,截止2016年底已基本实现全覆盖。但大病保险制度究竟运行效果如何,城乡居民对其的满意度如何等问题还有待实证研究,而且当前国内相关的调研分析还比较少,所以本文选择具有代表性的北京地区的参保者为主要调研对象,基于参保人的视角展开调研,分析城乡居民对大病保险制度的满意度以及影响因素,进而根据调查结果分析总结,针对调查出的问题提出相应的解决对策和建议,为政府不断完善社会医疗保障制度提供一定的数据支持。调查主要从三个方面进行:一是调查参保者个人(家庭)基本信息对于大病保险满意度的影响。二是调查参保者对大病保险的了解程度和了解途径以及对大病保险作用的认可程度。三是调查参保者对大病保险的政策规定的满意程度,为以后完善大病保险制度提供数据依据。调查对象以北京市参保居民为主,通过网络调研、实地发放问卷和实地访谈等方式来进行市场调研获取数据,并利用Logistic模型将收集的数据进行回归分析。根据调研结果和实证分析结果显示,影响参保者对大病保险满意度的显著性因素主要有文化程度、家庭健康水平、家庭医疗支出、大病保险作用的认可度、筹资方式、报销起付线、报销比例、报销程序、经办能力和服务态度。最后,基于调研数据的分析结果,本文将从筹资方式、报销比例、经办服务、政策宣传四个方面提出对策和建议,来进一步完善大病保险政策,提高参保者对大病保险的满意度。
[Abstract]:Since 2012, the CPC Central Committee and the State Council began to pilot promote the implementation of the serious illness insurance system, serious illness insurance has been the focus of attention from all walks of life. In recent years, the serious illness insurance has been greatly developed in the whole country. In July, 2015, the serious illness insurance has been transferred from the pilot stage to the comprehensive implementation stage, and by the end of 2016, it has basically achieved full coverage. However, the effect of the insurance system for serious illness and the satisfaction of urban and rural residents are still to be studied empirically, and there are few related research and analysis in our country at present. Therefore, this paper chooses the representative insured in Beijing as the main research object, based on the perspective of the insured to carry out the investigation, analyzes the satisfaction of urban and rural residents to the serious illness insurance system and its influencing factors. Then, according to the analysis and summary of the investigation results, the author puts forward the corresponding countermeasures and suggestions to solve the problems, and provides certain data support for the government to improve the social medical security system. The investigation is mainly carried out from three aspects: one is to investigate the influence of the basic information of the insured individual (family) on the satisfaction of the major illness insurance. The second is to investigate the degree of understanding and the way of understanding of the insurance of serious illness and the degree of recognition of the role of the insurance. The third is to investigate the degree of satisfaction of the insured to the policy of serious illness insurance, and to provide data basis for perfecting the serious illness insurance system in the future. The survey subjects are mainly Beijing insured residents, through network research, field questionnaires and field interviews to carry out market research to obtain data, and use Logistic model to collect the data for regression analysis. According to the results of investigation and empirical analysis, the significant factors influencing the degree of satisfaction of the insured to the serious illness insurance are the education level, the level of family health, the family medical expenditure, the recognition of the function of the insurance for the serious illness, the way of financing. Reimbursement line, reimbursement ratio, reimbursement procedure, handling ability and service attitude. Finally, based on the analysis results of the survey data, this paper will put forward countermeasures and suggestions from four aspects of financing, reimbursement ratio, service, policy promotion, to further improve the insurance policy for serious illness. Improve the insured's satisfaction with the insurance for serious illness.
