山西省城乡居民医保整合管理路径研究

【摘要】：随着我国各领域改革的逐步深入,城乡居民医疗保险分立运行的弊端日益凸显,整合城乡居民医保的呼声也日渐高涨,因此建立城乡一体化的全民医疗保障体系势在必行。在分析山西省医疗保险发展现状的基础上指出了其存在的问题,并通过借鉴其他已实施城乡居民医保整合的省市经验,对山西省城乡居民医保整合管理路径提出了建议,即整合模式选择"双轨制";管理权限归属人社部门;按照"九统一"要求制定整合方案和设计制度。
[Abstract]:With the deepening of the reform in various fields of our country, the malpractice of the separate operation of medical insurance between urban and rural residents is becoming increasingly prominent, and the voice of integrating the medical insurance of urban and rural residents is rising day by day. Therefore, it is imperative to establish a universal medical security system of integration of urban and rural areas. Based on the analysis of the current situation of medical insurance development in Shanxi Province, this paper points out the existing problems, and puts forward some suggestions on the management path of medical insurance integration of urban and rural residents in Shanxi Province by referring to the experiences of other provinces and cities that have implemented the integration of medical insurance for urban and rural residents. That is to say, the mode of integration should be "dual track system", the authority of management should be assigned to the department of people's society, and the integrated scheme and design system should be formulated according to the requirements of "nine unification".
