就业促进视角下的失业保险制度完善研究

【摘要】:从世界范围来看,从保障生活型向促进就业型转变是失业保险制度发展的必然趋势。从国内情况来看,我国就业压力大且将长期存在,促进就业是我国政府长期任务,作为社会保险体系中重要的失业保险,理应更好的发挥促进就业的功能。从现行失业保险制度运行的状况来看,严峻的就业形势与失业保险基金大量“赋闲”并存,说明现行的失业保险制度没有发挥好促进就业的作用,,迫切需要在这方面进行相应的调整和完善。 本文从这一角度出发,深入剖析失业保险与促进就业的内在逻辑联系,对现行失业保险制度促进就业的现状进行评述和反思,指出问题所在,主要有:促进就业导向不明显,如限制了与促进就业相关的基金支出、费率机制设计不合理导致对企业增加雇用的反激励、给付条件过宽起到了鼓励自愿性失业的作用、给付方式单一抑制了失业者积极就业;另外覆盖面小和统筹层次低限制了促进就业功能的发挥。这些问题的产生有失业保险制度设计本身的因素,如特殊背景下以保障生活为主要目的的思路、计划经济体制下的管理思维等影响了制度设计的方向;也有经济发展水平、地区差异、地方保护主义、管理水平等方面的因素。在借鉴国外发挥失业保险促进就业经验的基础上,结合我国国情,本文提出在促进就业视角下完善失业保险制度的一些政策建议。一是调整失业保险基金的支出方向,扩大失业保险基金用于促进就业的使用范围并提高比例;二是以促进就业为导向进行制度的再设计,包括改进失业保险的费率机制、严格审查失业保险金的给付条件、将失业保险金的给付方式由“单一式”调整为“递减式”等;三是扩大失业保险的覆盖面,逐步将农民、灵活就业人员、新生劳动力人口的纳入失业保险覆盖范围;四是提高失业保险的统筹层次,逐步建立“省级统筹,中央调剂”的统筹模式。 本文的主要创新之处在于:在借鉴国外经验的基础上,将失业保险与就业的相关理论结合具体实践,有针对性的提出一些建议,弥补了现有研究的不足。例如笔者提出了行业失业率数据的获取方法,设计了失业金累退的发放方式等。
[Abstract]:From the view of the world , it is the inevitable trend of the development of unemployment insurance system from the guarantee of life style to the promotion of employment type . From the domestic situation , the employment pressure of our country is large and will persist for a long time . It is a long - term task for our government to play a better role in promoting employment . From the current situation of the operation of unemployment insurance system , the severe employment situation and the large amount of " idle " of unemployment insurance fund coexist , indicating that the current unemployment insurance system has not played a good role in promoting employment , and there is an urgent need to adjust and perfect in this regard .

From this point of view , this paper deeply analyzes the internal logic relation between unemployment insurance and the promotion of employment , comments and rethinks about the current situation of promoting employment in the current unemployment insurance system , and points out that the problem lies in that the promotion of employment guidance is not obvious , such as the limitation of the fund expenditure related to the promotion of employment , the unreasonable design of the rate mechanism leads to the anti - incentive to increase the employment of enterprises , the overwidth of the payment condition has played an encouraging role in encouraging voluntary unemployment , and the benefit mode is a single inhibition of the active employment of the unemployed ;
Moreover , the low coverage and the low level of co - ordination have limited the function of promoting the function of employment . These problems result in the factors of the design of the unemployment insurance system , such as the idea of ensuring the life as the main purpose under the special background , the management thinking under the planned economy system and so on , which influence the direction of the system design ;
This paper puts forward some policy suggestions to improve the unemployment insurance system from the perspective of promoting employment . First , to adjust the expenditure direction of unemployment insurance fund , expand unemployment insurance fund to promote the use range of employment and raise the proportion ;
Second , to promote the re - design of employment - oriented system , including improving the rate mechanism of unemployment insurance , strictly reviewing the benefits of unemployment insurance , adjusting unemployment insurance benefits from " unitary " to " descending type " , etc . ;
Third , expand the coverage of unemployment insurance , gradually introduce farmers , flexible employment personnel and new labor force into the coverage of unemployment insurance coverage ;
The fourth is to improve the overall level of unemployment insurance , and gradually establish the integrated mode of " provincial integrated and centrally coordinated " .

The main innovation of this paper lies in that , based on the experience of foreign countries , the relevant theories of unemployment insurance and employment are combined with concrete practice . Some suggestions are put forward to make up the deficiencies of the existing research . For example , the author puts forward the method of obtaining unemployment data in the industry , and designs the distribution mode of unemployment benefits .
