广西马山县新型农村养老保险问题探究

【摘要】：随着工业化和城市化进程的不断推进,我国农村开始出现人口老龄化速度加快,土地养老和家庭养老保障功能退化等问题。为了保障农村老人的基本权益,打破城乡养老保障二元制的樊篱,促进基本公共服务均等化我国于2009年下半年开始在全国推行新型农村养老保险试点工作,到2012年8月底基本实现了制度的全覆盖。广西马山县是全区第三批推行新农保的试点县之一,在推行过程中出现了政策宣传简单化、经办能力不足、信息化建设落后、农民选择缴费档次较低等问题,解决这些问题不仅需要科学合理的顶层设计,也需要政府加大对农村养老保障工作的扶持力度。第一章为绪论部分,主要介绍了论文的研究背景、研究意义、研究内容、研究方法以及国内外的研究现状和论文的创新及不足之处。第二章主要介绍了与农村社会养老保险相关的概念、农村养老保险的理论依据以及我国特别是广西的人口老龄化状况。第三章介绍了国内外农村的养老模式及其特点,主要介绍了江苏昆山模式、吉林东丰模式及国外三种不同类型的养老模式；总结了国内外不同养老模式对我国农村养老保障工作的作用及启示。第四章介绍了马山县的人口结构和老龄化现状以及制度实施概况。重点介绍了马山县新农保的问题及其原因,主要原因包括顶层设计不科学、与新农保相关的政策缺乏立法保障、激励机制和培训考核机制不完善。第五章,完善马山县新型农村养老保险的具体措施。必须完善立法,保障制度的连续性和可持续性；进一步提高养老标准,完善激励机制；深化新农保的宣传政策,提高经办机构的服务能力和基金管理层次,加强信息化建设。
[Abstract]:With the development of industrialization and urbanization, the aging of the population in rural areas has been accelerated, and the function of land pension and family pension has been degraded. In order to protect the basic rights and interests of the rural elderly, break the barrier of the dual system of urban and rural old-age security, and promote the equalization of basic public services in the second half of 2009, the pilot work of a new type of rural old-age insurance in China began in the second half of 2009. By the end of August 2012, the full coverage of the system was basically realized. Mashan County in Guangxi is one of the third pilot counties in the region to implement new rural insurance. In the course of implementation, problems such as simple policy propaganda, insufficient operational capacity, backward information construction, low level of farmers choosing to pay fees, etc. To solve these problems, we need not only scientific and reasonable top-level design, but also government support for rural old-age security. The first chapter is the introduction, mainly introduces the research background, research significance, research content, research methods, domestic and foreign research status and innovation and shortcomings of the paper. The second chapter mainly introduces the concepts related to rural social endowment insurance, the theoretical basis of rural old-age insurance and the aging situation of population in China, especially in Guangxi. The third chapter introduces the rural old-age model and its characteristics at home and abroad, mainly introduces the Jiangsu Kunshan model, Jilin Dongfeng model and foreign three different types of pension model; This paper summarizes the role and enlightenment of different pension modes in China's rural old-age security work at home and abroad. The fourth chapter introduces the population structure and aging status of Mashan County, as well as the implementation of the system. This paper mainly introduces the problems and causes of the new rural insurance in Mashan County, including the unscientific design at the top level, the lack of legislative protection for the policies related to the new rural insurance system, and the imperfection of the incentive mechanism and the training and assessment mechanism. The fifth chapter, perfect the concrete measure of the new rural endowment insurance of Mashan county. We must perfect the legislation, guarantee the continuity and sustainability of the system, further improve the pension standard, perfect the incentive mechanism, deepen the propaganda policy of the new rural insurance, improve the service ability and fund management level of the agencies, and strengthen the information construction.
