河南省新型农村社会养老保险制度研究

【摘要】：我国建立的新型农村社会养老保险制度已成为社会保障制度的主要内容。河南省还没有全面建成新型农村社会养老保险制度,为了适应市场经济与城市化进程的速度,河南省需要不断的完善新型农村社会养老保险制度。在健全与完善河南省新型农村社会养老保险制度的过程中,我们既要从现实状况出发,还要考虑到他的运行情况,把农村社会养老保险和经济社会发展的关系处理好。既要针对农村经济区域差别设计出不同方式的社会养老保险制度；又要考虑长远的发展,为在河南省设立一个科学、系统、规范的城乡一体化的新型社会养老保险制度打下牢固的基础。本文将对新型社会养老保险制度的理论进行阐述,通过分析河南省农村经济与社会发展的方向,指出河南省设立新型农村社会养老保险制度的重要性与可行性。同时还对河南省设立的农村养老保险制度的发展历程及其存在的问题进行分析,借鉴德日法国家在农村社会养老保险实施过程中的经验制定出完善河南省新型农村养老保险制度的总体思路、坚持的原则及总体步骤。
[Abstract]:The new rural social endowment insurance system established in our country has become the main content of the social security system. Henan Province has not built a new rural social endowment insurance system. In order to adapt to the market economy and the pace of urbanization, Henan Province needs to constantly improve the new rural social endowment insurance system. In the process of perfecting and perfecting the new rural social endowment insurance system in Henan Province, we should not only proceed from the reality, but also take into account his running situation, and deal with the relationship between the rural social endowment insurance and the economic and social development. We should not only design different ways of social old-age insurance system according to the regional differences in rural economy, but also consider the long-term development and set up a scientific and systematic system in Henan Province. Standard urban and rural integration of the new social endowment insurance system laid a solid foundation. This paper expounds the theory of the new social endowment insurance system, and points out the importance and feasibility of establishing the new rural social endowment insurance system in Henan Province by analyzing the direction of rural economy and social development in Henan Province. At the same time, it also analyzes the development course and existing problems of the rural old-age insurance system established in Henan Province. This paper draws lessons from the experience of the French families in Germany and Japan in the implementation of rural social old-age insurance, and formulates the general idea, principles and overall steps of perfecting the new rural old-age insurance system in Henan Province.
