【摘要】:经济建设的快速发展,实现了物质的大量积累,党的十八大明确指出要让全国各族人民共享经济社会发展带来的实惠,因此构建具有中国特色的社会保障体系,是党的执政之本,,也是维护社会稳定、提高公民生活水平的务实之举。研究我国事业单位养老保险制度问题,对于解决我国收入差距逐渐拉大、刺激经济内需、维护社会稳定等都具有非常重要意义。有利于从根本上解决我国公民养老问题,有利于消除当前收入差距扩大产生的负面影响,有利于化解社会发展中的城乡社会医疗保障不平衡的矛盾,有利于降低居民看病就医顾虑,提高农民消费积极性,有利于探索老龄化社会发展过程中的医疗保障问题。 本文研究内容如下:第一,研究关于社会养老保险评价的相关基础理论,养老保险基础理论主要包括养老保险主要内容、养老保险基本模式、养老保险基础理论、社会养老保险的作用、社会养老保险的监管等。第二,研究我国第事业单位养老保险的现状。包括事业单位养老保险制度发展历程,事业单位养老保险现状,在现状研究中主要进行事业单位养老保险体系构成、事业单位养老保险体系资金、事业单位养老保险体系监管、事业单位养老保险体系覆盖范围等;对事业单位养老保险改革的研究主要包括改革历程、改革政策、改革效果等。第三,研究我国事业单位养老保险中存在的问题及其原因分析。主要包括事业单位养老保险资金地区差异大、在职人员与退休人员差异大、事业单位养老保险金利用效率低、与社会统筹养老保险衔接不紧密等。第四,研究国外养老保险先进经验借鉴,主要包括美国、瑞士、德国等发达国家的养老保险制度、发达国家养老保险制度的比较经验、发达国家养老保险制度发展趋势、发达国家养老保险体系对我国的启示等。第五,研究我国事业单位养老保险的完善对策,包括继续深化事业单位养老保险改革的体制建设,建立机关事业单位与企业职工养老保险对等参考评价体系,通过目标责任制消除落实阶段的各种阻力。
[Abstract]:The rapid development of economic construction has realized a large amount of material accumulation. The eighteen Party of the party clearly points out that the people of all ethnic groups in China should share the benefits of economic and social development. Therefore, the construction of a social security system with Chinese characteristics is the basis of the party's ruling, and is also a pragmatic approach to maintaining social stability and improving the living standard of citizens. The old-age insurance system in national institutions is of great significance for solving the widening income gap in our country, stimulating the economic domestic demand and maintaining social stability. It is beneficial to solve the problem of the citizens' pension in our country fundamentally, to eliminate the negative impact of the current income gap and expand the production, and to dissolve the social development. The imbalance of social medical security in urban and rural areas is conducive to reducing residents' care for medical care, improving the enthusiasm of farmers' consumption, and exploring medical security problems in the process of aging social development.
The main contents of this study are as follows: first, the basic theory of social endowment insurance evaluation is studied. The basic theory of endowment insurance mainly includes the main contents of pension insurance, the basic mode of pension insurance, the basic theory of endowment insurance, the role of social endowment insurance and the supervision of social endowment insurance. Second. The status of old insurance, including the development process of pension insurance system in institutions and the status of pension insurance in institutions, is mainly composed of pension insurance system in institutions, funds for pension insurance system in institutions, supervision of pension insurance system in institutions, coverage of pension insurance system in business units and so on; The research on the reform of unit pension insurance mainly includes the course of reform, the reform policy and the effect of the reform. Third, the analysis of the problems and the causes of the pension insurance in the institutions of our country, including the large differences in the endowment insurance funds in the institutions, the large difference between the employees and the retirees, the utilization of the pension insurance in institutions. Fourth, studying the advanced experience of foreign endowment insurance, mainly including the old-age insurance system in developed countries such as the United States, Switzerland, Germany and other developed countries, the comparative experience of the old-age insurance system in developed countries, the development trend of the pension insurance system in developed countries, and the endowment insurance system of developed countries to me The Enlightenment of the country. Fifth, to study the Countermeasures for the improvement of pension insurance in China's institutions, including further deepening the system construction of the reform of pension insurance in institutions, establishing the equivalent reference system for the pension insurance of the institutions and enterprises, and eliminating all kinds of resistance through the target responsibility system.
