我国社会保险基金运营的政府监管研究

【摘要】：社会保险基金是社会保障体系得以建立的物质基础,它的运营关系到一个公民乃至全国公民的生存权益,可以说社会保险基金是社会安全的最后一道防线。我国政府作为社会保障制度推行的主体,在社会保险基金运营监管中应该发挥出中流砥柱的作用。建立健全我国社会保险基金运营政府监管体系和机制,是保障基金安全以及实现收益的有效措施,也是我国社会保险制度实现可持续发展的必由之路。加强社会保险基金监督管理,维护基金安全,需要完善社会保险基金监管政策法规,明确政府部门的职责和权限,健全社会保险基金预算管理制度,规范和平衡基金收支,积极稳妥推进基本养老保险基金投资运作,进一步规范企业年金、职业年金市场化运作。本文从介绍社会保险基金的概念以及政府监管的定义入手,分析了社会保险基金运营的政府监管的基础理论和模式,同时对社会保险基金政府监管的原则和必要性进行了阐述。概括并分析了社会保险基金运营的监管现状,得出了现行政府监管中存在着立法体系不够完善、行政监管不到位以及监管机构缺乏独立性等问题。针对我国的社会保险基金运营监管现状,在借鉴国外成功的社会保险基金运营监管经验的基础上,本文明确了我国政府在未来社会保险基金运营监管中的地位,并进一步提出了完善我国社会保险基金运营的政府监管的相应对策,包括完善立法体系、建立独立的社保基金监管机构、改进社保基金行政监管措施以及发展完善社保基金运营的监督管理信息系统等。
[Abstract]:Social insurance fund is the material basis for the establishment of social security system. Its operation is related to the rights and interests of a citizen and even the citizens of the country. It can be said that the social security fund is the last line of defense for social security. As the main body of the social security system, the government should play a role in the operation and supervision of the social insurance fund. To establish and improve the government supervision system and mechanism for the operation of the social insurance fund in China is an effective measure to ensure the security of the fund and to realize the income. It is also the only way to realize the sustainable development of the social insurance system in China. The supervision and regulation of the fund will clarify the responsibilities and powers of the government departments, improve the budget management system of the social insurance fund, standardize and balance the fund's revenue and expenditure, actively and steadily promote the investment operation of the basic endowment insurance fund, and further standardize the enterprise annuity and the market operation of occupational pension.
Starting with the introduction of the concept of social insurance fund and the definition of government supervision, this paper analyzes the basic theory and mode of the government supervision of the operation of social insurance fund, and expounds the principle and necessity of the government supervision of the social insurance fund. It summarizes and analyzes the current situation of the supervision of the operation of the social insurance fund, and draws the present situation. There are some problems in the government supervision, such as inadequate legislative system, inadequate administrative supervision and lack of independence of the regulatory agencies. In view of the current situation of the operation and supervision of social insurance funds in China and on the basis of the successful experience of foreign insurance fund operation and supervision, this civilization confirms the operation of our government in the future social insurance fund. The status of the supervision is further proposed, and the corresponding countermeasures to improve the government supervision of the operation of social insurance funds in China are further proposed, including the perfection of the legislative system, the establishment of an independent social security fund supervision institution, the improvement of the administrative supervision measures of the social security fund and the development and improvement of the supervision and management information system for the operation of the social security fund.
