日韩长期照护保险的比较研究——基于社会福利政策分析框架

【摘要】：随着人口老龄化程度的不断加深,需要照护的老年人日益增加,日本和韩国先后建立长期照护保险予以应对。和日韩同处儒家文化圈的中国也同样深受人口老龄化问题的困扰。本文依托Neil Gilbert的社会福利政策分析框架,分别从政策对象(who)、给付内容(what)、输送机制(how)和资金选择(how)四个维度出发对日本和韩国的现行长期照护保险进行比较研究,以期为我国老年人长期照护保险的本土化实践提供理论参考。
[Abstract]:With the deepening of population aging, the number of elderly people in need of care is increasing. Japan and South Korea have established long-term care insurance to deal with it. China, which shares Confucian culture with Japan and South Korea, is also plagued by an aging population. Based on Neil Gilbert's social welfare policy analysis framework, this paper makes a comparative study on the current long-term care insurance in Japan and South Korea from the four dimensions of (what), transport mechanism (how) and (how), respectively. In order to provide theoretical reference for the localization practice of long-term care insurance for the elderly in our country.
