建立我国森林灾害和保险统计指标体系的研究

【摘要】：指标和指标体系的建立是基础数据收集、分析的前提,更是统计研究和管理决策的基础,具有重要意义。本文从我国森林灾害管理和森林保险运行需求出发,以森林灾害发生和管理的基本过程、森林保险运行的基本流程分析为基础,按照指标体系构建的基本原则初建了森林灾害和保险统计指标体系。从灾害监测、灾害预防、减灾救灾、灾损评定、灾后恢复、灾情基本统计等方面构建了我国森林灾害统计指标体系的基本框架。从费率确定、投保、承保、责任与损失核定、理赔、财政补贴、保险企业经营成果评价等方面构建了我国森林保险统计指标体系的基本框架。然后,文章运用德尔菲法对初建的指标体系进行完善,并利用获取的数据对指标和指标体系进行基本检测,最终确定较为完善的森林灾害和保险统计指标体系。以此为基础,文章建立了森林灾害和保险统计数据收集体系,系统地介绍不同阶段、不同指标的具体数据收集方式。最后,作者对于本文所得出的结论进行了总结,并提出了文章的主要创新点和存在的不足。
[Abstract]:The establishment of index and index system is the premise of basic data collection and analysis, and it is also the basis of statistical research and management decision. Based on the demand of forest disaster management and forest insurance operation in China, this paper bases on the basic process of forest disaster occurrence and management, and the basic process analysis of forest insurance operation. The index system of forest disaster and insurance statistics was established according to the basic principles of index system. The basic framework of forest disaster statistical index system in China is constructed from the aspects of disaster monitoring, disaster prevention, disaster reduction and relief, disaster damage assessment, disaster recovery, disaster situation statistics and so on. The basic frame of China's forest insurance statistical index system is constructed from the aspects of rate determination, insurance, underwriting, liability and loss verification, claim adjustment, financial subsidy, and evaluation of insurance enterprises' operating results. Then, the paper uses Delphi method to perfect the initial index system, and uses the obtained data to carry on the basic examination to the index and the index system, finally determines the relatively perfect forest disaster and the insurance statistical index system. Based on this, the paper establishes the system of collecting statistical data of forest disasters and insurance, and systematically introduces the specific data collection methods of different stages and different indexes. Finally, the author summarizes the conclusions of this paper, and points out the main innovation points and shortcomings of the paper.
