中国养老保险基金投资运营的安全性研究

【摘要】：随着我国人口老龄化现象的加剧，养老保险基金的支付压力逐渐增大，其保值增值的最终目标就显得尤为重要。养老保险基金的投资运营是实现我国养老保险基金保值增值的重要途径，而投资运营的安全有效，则关系着我国养老保险制度能否可持续发展。但是，近些年频繁发生的，如贪污、挪用、挤占、违规投资等风险的出现，都将对我国养老保险基金投资运营的安全性产生限制和制约作用。 本文旨在研究我国养老保险基金投资运营的安全性问题，结合目前养老保险基金投资运营现状，从投资运营的参与主体、环境和过程，来对养老保险基金投资运营的安全性进行分析。论文首先对养老保险基金投资运营的相关概念和理论进行阐述，然后对投资运营现状进行分析，，从参与主体、投资运营环境和投资运营过程三个方面找出其存在的问题，如管理机构重叠，存在法律法风险，监管不力等，并进行原因分析，如法律体系不完善，资本市场不成熟，缺乏独立的监管机构等。同时对国外典型国家养老保险基金投资运营进行介绍，做出客观评价，找出可供我国借鉴之处。在此基础上，论文提出养老保险基金投资运营安全性的建议，如统一管理主体，提高管理层次，完善法律体系和资本市场，建立风险评估和预警机制。
[Abstract]:With the aggravation of the aging population in our country, the payment pressure of the pension insurance fund is gradually increasing, and the ultimate goal of maintaining and increasing the value of the endowment insurance fund is particularly important. The investment and operation of the endowment insurance fund is an important way to maintain and increase the value of the endowment insurance fund in our country. The safety and efficiency of the investment and operation are related to the sustainable development of the pension insurance system of our country. However, the frequent occurrence in recent years, such as embezzlement, misappropriation, embezzlement, illegal investment and other risks, will limit and restrict the security of the investment and operation of pension insurance funds in China. The purpose of this paper is to study the security of the investment and operation of the endowment insurance fund in our country, combining with the present situation of the investment and operation of the pension fund, from the main body, the environment and the process of the investment and operation of the endowment insurance fund. To analyze the safety of pension fund investment and operation. This paper first expounds the related concepts and theories of the investment and operation of the pension fund, then analyzes the present situation of the investment and operation, and finds out the existing problems from three aspects: the main body, the investment and operation environment and the process of the investment operation. Such as the overlapping of regulatory bodies, the existence of legal risks, weak supervision, and so on, and analysis of the reasons, such as imperfect legal system, capital market immature, lack of independent regulatory bodies and so on. At the same time, the paper introduces the investment and operation of the typical national pension insurance fund in foreign countries, makes an objective evaluation, and finds out the points that can be used for reference in our country. On this basis, the paper puts forward some suggestions on the safety of pension fund investment and operation, such as unifying the main body of management, improving the management level, perfecting the legal system and capital market, and establishing the risk assessment and early warning mechanism.
