强制环责险:为环境高风险企业装上“安全阀”

【摘要】：正环境污染责任保险(简称"环责险")自2007年正式启动试点以来,发展迅速。2013年,环保部和保监会联合印发《关于开展环境污染强制责任保险试点工作的指导意见》,明确了强制环责险试点企业范围;2014年新修订的《环保法》首次鼓励投保环责险;2015年,中共中央、国务院发布的《生态文明体制改革总体方案》提出"在环境高风险领域建立环境污染强制责任保险制度"。
[Abstract]:The environmental pollution liability insurance ("environmental liability insurance") has been developing rapidly since it was officially launched in 2007. The Ministry of Environmental Protection and the Insurance Regulatory Commission jointly issued the guidance on the pilot work on compulsory liability insurance for environmental pollution, which defines the scope of the pilot enterprises for compulsory environmental liability insurance; the newly revised "Environmental Protection Law" in 2014 is the first to encourage the implementation of environmental liability insurance; and in 2015, The General Plan for the Reform of Ecological Civilization system, issued by the CPC Central Committee and the State Council, puts forward the "Establishment of compulsory liability Insurance system for Environmental pollution in the Field of High risk to the Environment".
