我国城镇职工基本医疗保险水平区域差异实证研究

【摘要】：自90年代末期《国务院关于建立城镇职工基本医疗保险制度的决定》颁布以来，我国各地城镇职工基本医疗保险相继进入了稳步发展的阶段。尤其是近年来，随着各地社会经济水平的不断提高，我国现行的城镇职工基本医疗保险总体上做到了较好的保障相关受众基本健康权利这一目标。然而我们同时应当注意到，当前，，由于城镇职工医疗保险统筹层次的问题，对其研究仍然多集中于从微观的角度分析基金收支平衡或基金保值增值有效利用等方面，而从全国的宏观角度对于城镇职工医疗保险的全国平衡发展的研究较少。为了公平的保障各地城镇职工享受基本医疗保障的权利、为更好地提高统筹层次做准备，我国各地的城镇职工医疗保险的协调发展研究在当今形势下显得尤为重要。 本文通过运用各种最新数据，通过对我国31个省市的各项指标进行筛选，试图建立一个各地城镇相关社会经济发展水平与其城镇职工基本医疗保险发展水平的相关模型，并运用统计学中因子分析方法进行分析和解释。为各地区、各级政府相关部门客观地评价城镇职工医疗保障制度的现有发展情况，发现制度中存在问题，进行相关改进提供实证性的证明。最终为实现城镇职工医疗保险的更高层次统筹贡献绵薄之力。 希望通过本文的研究结果，能够引起有关方面对于我国城镇职工医疗保险地区差异现状的重视，令各地政府在微观角度解决城镇职工医疗保险问题的基础上，能够从宏观的领域对相关政策进行分析和修正，以利于城镇职工医疗保障政策能够得到全面、健康和可持续的发展。
[Abstract]:Since the promulgation of the decision of the State Council on establishing the basic medical insurance system for urban workers in the late 1990s, the basic medical insurance for urban workers in various parts of China has entered a stage of steady development. Especially in recent years, with the continuous improvement of the social and economic level, the current basic medical insurance of urban workers in China has achieved the goal of ensuring the basic health rights of the relevant audiences. However, at the same time, we should also note that, at present, due to the problem of the overall level of medical insurance for urban workers, the research still focuses on the analysis of the balance of income and expenditure of the fund from a micro perspective or the effective use of the fund in maintaining and increasing its value. But from the national macroscopic angle to the urban worker medical insurance national balanced development research is less. In order to guarantee the right of the urban workers to enjoy the basic medical security fairly and to better improve the overall planning level, it is particularly important to study the coordinated development of the medical insurance for the urban workers in various parts of our country in the present situation. By using the latest data and screening the indexes of 31 provinces and cities in China, this paper tries to establish a relevant model between the level of social and economic development of cities and towns and the development level of basic medical insurance for urban workers. And the use of statistical factor analysis method to analyze and explain. It can objectively evaluate the current development of the medical security system for urban workers in various regions and government departments at all levels, find out the existing problems in the system, and provide empirical proof for the relevant improvement. Finally, it contributes a little to the realization of the higher level of urban employee medical insurance. It is hoped that through the research results of this paper, the relevant parties will attach importance to the present situation of regional differences in the medical insurance of urban workers in our country, and make local governments solve the problem of medical insurance for urban workers from a micro perspective. It can analyze and revise the relevant policies from the macro field in order to benefit the comprehensive, healthy and sustainable development of the medical security policy for urban workers.
