农业保险中信息技术的应用现状与问题研究

【摘要】:农业保险可以有效防范农业生产中存在的风险、有效化解农业生产过程中的灾害损失、营造良好的农业生产环境,是一项创新制度和政策安排,也是改变财政资金支农、惠农方式、完善财政宏观调控措施的一项重要手段。农业保险可以使被保险农户在遭受保险责任范围内的灾害后及时得到经济补偿,可以通过转移和分散风险,以保险金赔偿支付的方式来保障农民生活和农业生产的稳定;有助于保障农业生产的持续稳定发展,使大额的不确定的农业风险损失,转化为小额的固定的农业保险费的缴纳;农业保险在直接促进农业生产经营活动健康稳定发展的同时,也间接保证整个国民经济的协调发展尤其是农业经济的稳步发展。同时,农业保险的介入是农业生产能够正常进行,平衡农产品的供求状况,稳定日常生活水平,进而影响社会各阶层人们的正常生活。 随着农业保险市场规模的不断扩大其保险覆盖面积,,参保农户数量和保险品种不断的增加。外向型粗放的农业保险经营和管理模式带来的技术含量不高、查勘定损的依据性和科学性不强、服务能力和服务水平亟待提高等问题。具体表现在农业保险经营的关键环节上仍采用依靠传统经验的人为定性方式开展工作,缺乏定量的数据分析,造成承保、定损和理赔难。如何解决这一历史难题,农业信息化技术的引入成为一种顺其自然的探索方式。数据库、“3S”系统、无人机等信息化技术手段在农业保险经营过程中的尝试,能够有效解决在经营过程中出现的主要的问题,为农业保险的发展注入了一剂“助推针”。本选题结合农业保险的发展现状,深入分析现阶段农业保险市场对于农业信息技术的应用,剖析在应用过程中产生的各种问题,从而进一步探索农业信息技术在农业保险中的应用前景。 本文主要研究区域为我国“小家庭”式农业生产的代表省份之一--四川省,研究对象主要以四川省内已开办农业保险业务的保险公司在农业保险经营过程中对信息技术使用情况为主要基础。在对参考文献充分分析和参阅的基础上,以我省农业保险经营中已投入探索应用的“3S”集成技术、数据库系统、无人机系统等信息技术的代表性案例进行应用结果分析,运用SWOT分析方法对农业保险中信息技术的应用现状进行研究。综合分析了信息技术投入使用后农业保险经营机构的经营意愿和投保农户的接受程度以及这一过程中存在的问题和解决方案,从现行应用水平下手深入研究在农业保险经营过程中信息技术对其影响程度和存在的问题。最终提出加快农业信息数据基础建设、农业信息共享与农业信息技术共建和加快农业信息的差异化建设的相关意见和建议,为信息技术能够更好的适应于农业保险的经营提出了合理化建议。
[Abstract]:Agricultural insurance can effectively prevent the risks in agricultural production, effectively resolve the disaster losses in the agricultural production process, create a good agricultural production environment, is an innovative system and policy arrangements, but also change the financial funds to support agriculture. Benefit agriculture way, perfect a major means of financial macroscopical regulation and control measure. Agricultural insurance can make insured farmers get economic compensation in time after suffering disasters within the scope of insurance liability, and can ensure the stability of farmers' life and agricultural production by means of transferring and distributing risks and paying for insurance compensation. It will help to ensure the sustained and stable development of agricultural production, so that large and uncertain agricultural risk losses can be converted into small and fixed payment of agricultural insurance premiums; while agricultural insurance directly promotes the healthy and stable development of agricultural production and management activities, It also indirectly ensures the coordinated development of the entire national economy, especially the steady development of the agricultural economy. At the same time, the intervention of agricultural insurance is that agricultural production can be carried out normally, balance the supply and demand of agricultural products, stabilize the daily living standard, and then affect the normal life of people of all social strata. With the expansion of agricultural insurance market, the number of insured farmers and the variety of insurance are increasing. The extroverted and extensive agricultural insurance management and management mode brings not high technical content, the basis and scientific nature of the investigation and determination of damage is not strong, and the service ability and service level need to be improved urgently. The concrete manifestation is that the key link of the agricultural insurance management still adopts the artificial qualitative way which relies on the traditional experience to carry on the work, lacks the quantitative data analysis, causes the underwriting, the fixed loss and the claim to be difficult. How to solve this historical problem, the introduction of agricultural information technology has become a natural exploration. The attempt of database, "3s" system, UAV and other information technology means in the course of agricultural insurance management can effectively solve the main problems in the course of management, and inject a dose of "booster needle" into the development of agricultural insurance. Combined with the current development of agricultural insurance, this topic deeply analyzes the application of agricultural information technology in the agricultural insurance market at this stage, and analyzes the various problems arising in the process of application. Further explore the application prospect of agricultural information technology in agricultural insurance. The main research area of this paper is Sichuan Province, one of the representative provinces of "small family" agricultural production in China. The main research objects are based on the use of information technology in agricultural insurance business of insurance companies in Sichuan province. On the basis of full analysis and reference of references, the application results of typical cases of "3s" integration technology, database system, UAV system, and so on, which have been put into exploration and application in agricultural insurance management in our province, are analyzed. The application of information technology in agricultural insurance is studied by using SWOT analysis method. The paper synthetically analyzes the management will of agricultural insurance management institutions and the acceptance degree of insured farmers after the use of information technology, as well as the existing problems and solutions in this process. The influence of information technology on agricultural insurance and its existing problems are studied from the current level of application. Finally, the paper puts forward some suggestions and suggestions on speeding up the construction of agricultural information data infrastructure, agricultural information sharing and agricultural information technology, and accelerating the construction of agricultural information differentiation. For the information technology can better adapt to the management of agricultural insurance put forward reasonable suggestions.
