漯河市灵活就业人员养老保险参保率的影响因素研究

【摘要】:随着漯河市经济体制改革的深入,劳动力就业结构发生了重大变化,灵活就业成为吸纳劳动力的重要形式。然而,漯河市灵活就业人员在参加社会养老保险时,出现了缴费率偏高、缴费年限偏低、灵活就业人员缴费能力有限等问题,参保情况并不是很乐观。因此,为了保障灵活就业人员的老年基本生活,降低未来的养老风险,漯河市政府应当建立适合灵活就业人员的养老保险制度,从长远利益的角度出发,根据漯河市的具体情况采取必要的措施提高灵活就业人员养老保险参保率,这对于漯河市经济发展和社会的进步有着十分重要的意义。 本文用五章的内容来研究漯河市灵活就业人员的参保率情况。 第一章中介绍了灵活就业人员、养老保险和参保率的相关概念,结合国内外的定义,本文对灵活就业人员进行了界定,并且选择用灵活就业人员养老保险的未参保率情况从反面来说明参保率的情况,为全文提供理论基础。 第二章分析了漯河市目前的参保情况和存在的问题。通过河南省统计年鉴的数据和笔者发放的调查问卷的反馈结果,全面的了解漯河市灵活就业人员产生的背景和就业状况以及参保情况,并从中找出存在的问题,为下文的分析提供方向。 第三章以漯河市灵活就业人员参加养老保险的影响因素为切入点,回归分析和问卷调查相结合的方式对经济、制度、个人和社会因素进行分析,找出影响灵活就业人员未能参加养老保险的深层次原因,,为下文的研究和政策建议提供依据。 第四章介绍了国外灵活就业人员养老保险参保经验并从中得到启示,结合漯河市的情况找到可以借鉴的方法,为养老保险相关部门制定决策提供支持。 第五章总结了本文的研究成果。并根据第三章和第四章的分析,提出了可供漯河市解决灵活就业人员养老保险的对策,融合国外的先进经验希望能为漯河市的养老保险政策制定提供帮助。
[Abstract]:With the deepening of economic system reform in Luohe City, the employment structure of labor force has changed greatly, and flexible employment has become an important form of absorbing labor force. However, Luohe City flexible employment personnel in participating in social pension insurance, there are a high contribution rate, low years of payment, flexible employment personnel limited ability to pay, and so on, the situation is not very optimistic. Therefore, in order to protect the basic life of the elderly and reduce the risk of future pension, Luohe city government should set up a pension insurance system suitable for flexible employment, starting from the perspective of long-term interests. According to the specific situation of Luohe city, it is very important for Luohe city to take necessary measures to improve the participation rate of pension insurance in flexible employment, which is of great significance to the economic development and social progress of Luohe city. This paper uses five chapters to study the participation rate of flexible employees in Luohe City. The first chapter introduces the concepts of flexible employment personnel, pension insurance and insurance participation rate, combined with the definition of domestic and foreign, this paper defines flexible employment personnel. And choose to use flexible employment pension insurance uninsured rate from the reverse to explain the situation of the participation rate, to provide a theoretical basis for the full text. The second chapter analyzes the current situation and problems of Luohe insurance. Through the data of Henan province statistical yearbook and the feedback result of the questionnaire issued by the author, the background, employment status and insurance situation of the flexible employees in Luohe city are comprehensively understood, and the existing problems are found out. Provide direction for the analysis below. The third chapter analyzes the economic, institutional, personal and social factors of Luohe City, which is based on the factors influencing the participation of flexible employment personnel in old-age insurance, and the combination of regression analysis and questionnaire survey. Find out the deep reasons that affect flexible employment personnel can not participate in pension insurance, and provide the basis for the following research and policy recommendations. The fourth chapter introduces the experience of foreign flexible employment pension insurance and gets inspiration from it. In the light of the situation of Luohe city, we can find the method to provide support for the relevant departments of pension insurance to make decisions. The fifth chapter summarizes the research results of this paper. According to the analysis of the third and fourth chapters, this paper puts forward some countermeasures for Luohe city to solve the problem of flexible employment pension insurance, and combines the advanced experience of foreign countries with the hope that it can help Luohe city to formulate the pension insurance policy.
