上海市外来从业人员社会保险转轨的效果分析

【摘要】：上海曾先后对外来人员实施外来从业人员综合保险（综保）和城镇社会保险（城保）两种不同的社会保险制度。根据新的社会保险法，从2011年7月1日开始“综保”转轨为“城保”。“转轨”的实施增强了社会保险的强制性、规范性和稳定性，非上海户籍与上海户籍的员工可以享受同等的社会保险权利和保障，，有助于保障全体社会成员分享经济社会发展成果，促进社会的公平与社会和谐。 本文通过研究上海市外来从业人员“综保”转“城保”状况，分析转轨后对企业和个人的影响。本文先从参保率、缴费率、覆盖率等方面系统分析了上海市“综保”存在问题；其次，从缴费基数、工伤保险、养老保险、医疗保险方面，系统分析“综保转城保”政策实施前后的政策差异性，并在系统分析的基础上再对“综保转城保”政策实施的产生的问题进行分析；最后，在构建“综保转城保”实施效果评价指标的基础上，构建了一套系统的实施评价方法，对“综保转城保”政策实施后状况进行分析，在分析的基础上提出三点对策：一是降低外来从业人员社会保险的缴费基数；二是调整缴费比例；三是适当降低待遇享受。
[Abstract]:Shanghai has implemented two different social insurance systems, I. e., comprehensive insurance for foreign employees (comprehensive insurance) and urban social insurance (urban insurance). According to the new social insurance law, starting from July 1, 2011, "Comprehensive Insurance" will be transformed into "City Insurance". The implementation of the "transition" has enhanced the mandatory, normative and stable nature of social insurance. Employees who are not registered in Shanghai and registered in Shanghai can enjoy the same social insurance rights and security. It helps to ensure that all members of society share the fruits of economic and social development, and promote social equity and social harmony. This paper analyzes the influence on enterprises and individuals after the transition from "comprehensive insurance" to "city insurance" by studying the situation of foreign employees in Shanghai. This paper first systematically analyzes the problems existing in Shanghai's "comprehensive insurance" from the aspects of insurance participation rate, contribution rate, coverage rate, etc. Secondly, it analyzes the existing problems in terms of contribution base, industrial injury insurance, old-age insurance, medical insurance, etc. This paper systematically analyzes the policy differences before and after the implementation of the policy, and then analyzes the problems arising from the implementation of the policy on the basis of systematic analysis. Finally, On the basis of constructing the evaluation index of the implementation effect of "Comprehensive Insurance to City Insurance", this paper constructs a set of systematic implementation evaluation methods, and analyzes the situation after the implementation of the "Comprehensive Insurance to City Insurance" policy. On the basis of analysis, three countermeasures are put forward: one is to reduce the base of payment of social insurance for foreign employees; the other is to adjust the proportion of payment; and the third is to reduce the enjoyment of treatment appropriately.
