财政支持下的医疗保险制度精算平衡的相关政策建议

【摘要】：正第一,坚持精算平衡原则。医保体系的精算平衡原则的实施应包括以下四个阶段:一是对医保体系中的福利和保险部分进行适度分离的阶段,分清保险范围与福利范围的界限,政府补贴医保的前后顺序和业务重点等;二是确定医保体系的精算原则的阶段,可考虑充分借鉴上述免赔额、支付上限、病种预付费制度等进行预测和评价,然后采取科学的精算方法确定费率水平;三是可坚持开放式与封闭式相结合的办法,对于已经纳入医保体系的群体,采取保存量、促增量的
[Abstract]:First, adhere to the principle of actuarial balance. The actualization of the actuarial balance principle of the medical insurance system should include the following four stages: first, the appropriate separation of the benefits and the insurance parts in the medical insurance system, and the distinction between the scope of insurance and the scope of benefits. The order and business focus of government subsidies for medical insurance; second, the stage of determining the actuarial principles of the medical insurance system. We may consider fully using the above deductible amount, the upper limit of payment, and the pre-payment system for disease types for prediction and evaluation. Then we adopt the scientific actuarial method to determine the rate level. Third, we can insist on the combination of open and closed, and take the saving quantity to promote the increment for the groups that have already been included in the health care system.
