河北省被征地农民养老保险现状分析和对策研究

【摘要】：我国现行的被征地农民养老保险制度模式呈现出多样化的特点，有些地方依托职工养老保险解决被征地农民的养老问题，有的依托城乡居民社会养老保险，有的依托商业保险，更多的是为被征地农民量身定做单独建立的养老保险制度。这种多元分立的制度存在着诸多弊端：效力层次低，参保率低，统筹层次低，保障水平低且区域差异大，不适应人员流动。造成这种状况的深层次原因还是由于城乡二元经济结构。改变这种状况，只能靠统筹城乡发展一体化来解决。本文紧紧抓住“被征地农民”的特点，详细分析了当前河北省被征地农民养老保险工作的现状、存在的问题和面临的形势；在此基础上，按照统筹城乡发展一体化的思路，从有利于维护社会和谐稳定、保障和改善民生、实现社会公平正义、完善养老保险制度等方面，，就被征地农民纳入职工养老保险的必要性进行了充分论述；从法律保障、户籍制度改革、筹资渠道、政府财力等方面，论证了河北省将被征地农民纳入职工养老保险的可行性；从尊重被征地农民的自主选择权、合理确定参保对象和缴费基数、足额安排养老保险费、做好政策衔接等方面，有针对性地提出了完善被征地农民养老保障制度的对策建议。
[Abstract]:The current pattern of land expropriated farmers' endowment insurance system in our country presents a variety of characteristics. Some places rely on workers' endowment insurance to solve the problem of peasants' pension, some rely on the social endowment insurance of urban and rural residents, some rely on commercial insurance. More is for the land-expropriated farmers tailored to establish a separate endowment insurance system. There are many disadvantages in this system: low level of effectiveness, low rate of participating in insurance, low level of overall planning, low level of security and large regional differences, which can not adapt to the movement of people. The deep reason that causes this kind of situation is still due to urban and rural dual economy structure. To change this situation can only be solved by the integration of urban and rural development as a whole. This paper closely grasps the characteristics of "land-expropriated peasants", analyzes in detail the present situation, existing problems and situation of the endowment insurance work of land-expropriated peasants in Hebei Province, on the basis of which, according to the idea of integrating urban and rural development as a whole, From the aspects of maintaining social harmony and stability, protecting and improving people's livelihood, realizing social justice, perfecting endowment insurance system and so on, this paper fully discusses the necessity of bringing land expropriated farmers into employee pension insurance. In the aspects of household registration system reform, financing channels, government financial resources and so on, the feasibility of bringing land-expropriated farmers into employee pension insurance in Hebei Province has been demonstrated. In this paper, the author puts forward some countermeasures and suggestions to perfect the old-age security system of the peasants who have been expropriated.
