山东省新泰市农村社会养老保险问题研究

【摘要】：随着全球经济社会的高速发展，人口老龄化已渐渐成为全世界各个国家不得不面临的严峻问题。在我国，1997年，60岁以上的老年人人口有1亿多，占全国总人口的10%，到2040年预计将达到2.5亿以上，占全国总人口的23.8%。在人口老龄化问题上，我国与发达国家相比还有很大不同，表现在发达国家的老年人多居住于城市，而我国的老年人有将近70%的人口居住于农村。由于城乡二元结构的影响，我国城乡经济差距较大，地区发展很不协调，农村社会养老保险制度也相对落后，因此，建立健全我国农村社会养老保险制度体系，具有十分重要的现实意义。基于此，本文选择“山东省新泰市农村社会养老保险问题”作为研究课题，，旨在以山东省新泰市为特例，探讨我国农村社会养老保险事业的现状和问题。在借鉴国外发达国家农村社会养老保险制度先进经验的基础上，结合新泰地区实际情况，因地制宜，多角度为新泰市农村社会养老保险事业的发展提供可行性建议，促进该项事业更好更快地发展，为建立健全我国农村社会养老保险体系提供一点思路。本文将从农村社会养老保险制度的研究意义和现实背景出发，借鉴国外发达国家在该项制度实施过程中的先进经验和做法，根据新泰市现行农村社会养老保险制度的实际状况，多角度、多层次地查摆问题，具体问题具体分析，通过采取文献法、比较分析法、案例分析法、定性分析与定量分析相结合法从发现的问题中查找原因，最后再结合实际情况，统筹结合，创新思想，针对农村社会养老保险事业提出了几点可行性意见和建议，具体包括：进一步强化政府职能；进一步完善农村社会保障体系；加快农村社会养老保险制度相关立法；更新观念、强化养老保障意识。
[Abstract]:With the rapid development of global economy and society, the aging of population has gradually become a severe problem that every country in the world has to face. In China, in 1997, there were more than 100 million elderly people over 60 years old, accounting for 10 million of the total population of China. By 2040, it is expected to reach more than 250 million, accounting for 23. 8 percent of the total population of the country. Compared with the developed countries, China is different from the developed countries in the problem of population aging, which is manifested in the fact that the elderly in developed countries live mostly in cities, while nearly 70% of the elderly people in our country live in rural areas. Due to the influence of urban-rural dual structure, the gap between urban and rural economy is large, the regional development is not coordinated, and the rural social old-age insurance system is relatively backward. Therefore, we should establish and improve the rural social old-age insurance system in our country. It has very important practical significance. Based on this, this paper chooses "rural social old-age insurance in Xintai City, Shandong Province" as the research topic, aiming at exploring the present situation and problems of rural social old-age insurance in our country, taking Xintai City of Shandong Province as a special case. On the basis of drawing lessons from the advanced experience of rural social endowment insurance system in developed countries and combining with the actual situation in Xintai area, this paper provides feasible suggestions for the development of rural social old-age insurance in Xintai City from different angles according to local conditions. To promote the development of the cause better and faster, to establish and improve the rural social endowment insurance system provides some ideas. Starting from the research significance and realistic background of the rural social endowment insurance system, this paper draws lessons from the advanced experience and practice of the developed countries in the implementation of the system, and according to the actual situation of the current rural social old-age insurance system in Xintai City. Through the methods of literature, comparative analysis, case analysis, qualitative analysis and quantitative analysis, we can find the causes from the problems found, and finally combine with the actual situation. This paper puts forward some feasible opinions and suggestions for the rural social endowment insurance, including further strengthening the government function, further perfecting the rural social security system, and improving the rural social security system. Accelerate the rural social endowment insurance system related legislation, renew the idea, strengthen the endowment security consciousness.
