吉林省新型农村社会养老保险问题研究

【摘要】：在全面深化改革的指导思想带领下,人们生活中的各方面均发生了巨大的改变,由此,社会矛盾的日益突出成为当下的重点问题。为适应经济的发展,农村地区有越来越多的青年外出求学和务工,使得农村的人口结构发生了深刻的转变,大量的留守、空巢老人逐渐成为了普遍现象而引起了社会的关注。传统的养老模式已经不能够适应社会的发展,农村的老人作为边缘化的弱势群体,贫困潦倒的晚年生活使他们不得不担忧。当前背景下,能够有效提高农村老年生活水平、建立保障体系,并实施新型农村社会养老保险制度,有利于现代农村的稳定与发展,提高社会养老保险制度保障水平、优化农业医疗政策变得刻不容缓。吉林省,位于东北三省中部地区,是我国重要的商品粮基地,作为农业大省之一,其生产实力雄厚,而其经济发展水平较为落后。吉林省以农业为支柱性产业,农村人口所占比例较高,伴随着全国进入老龄化人口时期,当前农村人口老龄化问题日益凸显,农村社会养老保险制度相对滞后,对农村进一步发展有着重要影响。目前,农村居民大多思想仍将晚年生活寄希望于儿女或土地租借,但对此两种方式出现了相对应的问题,即:农村外出务工和计划生育制度,使得晚年堪忧。因此,本文立足于马克思主义相关原理,系统地梳理如何解决农村养老问题的思想。就当下实践而言,对我省新农保实施措施现状及存在问题进行系统分析,将提高吉林省新型农村社会养老保险制度保障水平进行深刻探讨,完善吉林新型农村养老保险制度,解决农村养老问题,带动养老保障实施,促进农村全方面发展。
[Abstract]:Under the guidance of deepening the reform in an all-round way, all aspects of people's life have undergone tremendous changes. In order to adapt to the development of economy, more and more young people go out to study and work in rural areas, which make the rural population structure change deeply, a large number of left behind, empty nest old people gradually become a common phenomenon and cause social concern. The traditional old-age model can not adapt to the development of society, the rural elderly as a marginalized vulnerable group, poor old age life makes them have to worry. Under the current background, it can effectively improve the living standards of the elderly in rural areas, establish a security system, and implement a new type of rural social endowment insurance system, which is conducive to the stability and development of modern rural areas, and to improve the level of social old-age insurance system security. It is urgent to optimize the agricultural medical policy. Jilin Province, located in the middle of the three Northeast provinces, is an important commodity grain base in China. As one of the major agricultural provinces, its production strength is strong, but its economic development level is relatively backward. Jilin Province takes agriculture as the pillar industry, the proportion of rural population is high, with the country entering the aging population period, the aging problem of rural population is becoming increasingly prominent, the rural social endowment insurance system is relatively lagging behind. The further development of rural areas has an important impact. At present, most rural residents still place their hopes on their children or land lease in their later years, but there are corresponding problems in these two ways, that is, rural migrant workers and family planning system, which makes them worried about their old age. Therefore, based on the relevant principles of Marxism, this paper systematically combs the idea of how to solve the problem of rural pension. As far as the present practice is concerned, this paper makes a systematic analysis of the present situation and existing problems of the implementation measures of new rural insurance in Jilin Province, which will improve the level of protection of the new rural social old-age insurance system in Jilin Province, and perfect the new rural old-age insurance system in Jilin Province. Solve the problem of rural pension, promote the implementation of old-age security, and promote rural development in all aspects.
