整合城乡基本医保制度研究范畴之诠释——基于城乡一体化转型时期社会政策的变迁

【摘要】：举要"整合城乡基本医保制度"相关的"整合、一体化、统筹、并轨、衔接"等研究范畴,多模糊、交叉或混用,凸显整合理论研究的不严谨、不坚实,是引致整合的地方政策名称多样化、行动方案多模式、制度规范不成熟的重要原因。纵观中国城乡一体化转型时期社会政策的变迁、调适和递嬗逻辑,从整合城乡基本医保制度的全方位和多维度观察,整合城乡基本医保制度这一研究范畴及其理论内容可以综合归纳为:以城乡经济社会一体化为理论基础,以整合碎片化基本医保制度为实施平台,以社会保障制度公平为价值诉求,以统筹城乡为基本原则,最终实现城乡基本医保体制一体化和基本医保制度统一的目标。

Taking a broad view of the changes of social policies during the transition period of China's urban and rural integration, the adjustment and evolution of the logic, from the integration of urban and rural basic health care system from the all-round and multi-dimensional observation, The research category of integrating urban and rural basic medical insurance system and its theoretical content can be summarized as follows: taking the integration of urban and rural economic and social integration as the theoretical basis, and taking the integrated and fragmented basic medical insurance system as the implementation platform, Taking the equity of social security system as the value demand, and taking the urban and rural areas as the basic principle, the goal of the integration of the basic medical insurance system of urban and rural areas and the unification of the basic medical insurance system is finally realized.
