济宁市城镇基本医疗保险制度运行与完善研究

【摘要】：医疗保险制度是我国社会保障制度改革的重要内容，其成败与否直接关系到广大人民群众的切身利益和社会稳定，济宁市自2001年开始启动城镇职工医疗保险制度改革，利用近10年的时间基本完成了制度覆盖，体系不断完善，广大城镇人员被纳入医疗保险体系，，其医疗需求得到切实保障。但是，济宁市城镇医疗保险制度在运行过程中也暴露许多现实的问题，说明济宁市目前的医疗保险制度在许多方面还需要进一步完善和规范。本文旨在对济宁市现行的医疗保险保险制度进行研究，分析现行制度在管理和运行方面的缺陷，在借鉴国内外对医疗保险制度建设的理论及实践基础上，提出了解决、完善济宁市城镇医疗保险制度的对策建议。 文章分为五部分： 第一部分介绍医疗保险制度的内涵、建立、国外医疗保险模式及其借鉴作用。 第二部分介绍了我国城镇基本医疗保险制度的发展历程，发展形式，对完善我国城镇基本医疗保险制度的必要性展开了充分论述。 第三部分介绍济宁市城镇基本医疗保险制度现状运行情况，创新性的做法及在制度运行过程中存在的问题。 第四部分就完善济宁市城镇医疗保险制度从整合管理体制，加快推进城乡一体化医疗保障机制建设；健全信息平台，提升经办服务水平；完善监管体系，确保基金安全运营；完善配套政策，切实保障参保人员医疗待遇；规范医疗服务行为，促进城镇基本医疗保险制度健康平稳运行五个方面阐述。 第五部分为全文的结束语。
[Abstract]:The medical insurance system is an important part of the social security system reform in our country. Its success or failure is directly related to the vital interests of the broad masses of the people and social stability. Jining City has started the reform of the urban workers' medical insurance system since 2001. In the past 10 years, the system has been basically covered, and the system has been continuously improved. The vast number of urban personnel have been brought into the medical insurance system, and their medical needs have been ensured. However, there are many practical problems in the operation of the medical insurance system in Jining, which shows that the current medical insurance system in Jining needs to be further improved and standardized in many aspects. The purpose of this paper is to study the current medical insurance system in Jining City, analyze the defects in the management and operation of the current system, and put forward a solution on the basis of drawing lessons from the theory and practice of the medical insurance system construction at home and abroad. Countermeasures and suggestions for perfecting the urban medical insurance system in Jining. The article is divided into five parts: the first part introduces the connotation of the medical insurance system, the establishment of the foreign medical insurance model and its reference role. The second part introduces the development course and development form of the basic medical insurance system in cities and towns in China, and discusses the necessity of perfecting the basic medical insurance system in cities and towns in China. The third part introduces the current situation of the basic medical insurance system in Jining, the innovative methods and the problems in the operation of the system. The fourth part is to perfect Jining's urban medical insurance system from the integrated management system, accelerate the construction of urban-rural integration medical security mechanism, improve the information platform, enhance the level of administrative services, improve the supervision system to ensure the safe operation of the fund; Perfecting the supporting policies, ensuring the medical treatment of the insured personnel, standardizing the medical service behavior and promoting the healthy and stable operation of the basic medical insurance system in cities and towns are expounded in five aspects.
