新农合制度下和林县农户医疗服务利用研究

【摘要】：自2003年我国开始在农村地区试点推行新型农村合作医疗保险制度,到2008年,这一制度已基本覆盖全国所有农村地区,同时新型农村合作医疗保险制度已经成为农户最主要的医疗保险形式。该制度旨在提高农户的健康水平,解决农户看病难、看病贵的问题,而这一目标的实现程度不仅取决于医疗资源投入的总水平,更取决于农户对医疗服务的利用水平。因而对占我国一半人口的农村居民来说,能否有效地利用医疗服务直接影响其健康水平和生活质量。本文将医疗支出作为农户医疗服务利用情况的最终体现,利用2007—2011年和林格尔县新农合医疗统计报表数据进行统计分析,考察新农合对农户医疗服务利用的影响。与此同时,结合和林格尔县农户对新农合满意度问卷调查,从需求的角度评估新农合的实施效果,从而探讨新农合完善的途径。
[Abstract]:Since 2003, China began to pilot the implementation of the new rural cooperative medical insurance system in rural areas, by 2008, this system has basically covered all rural areas of the country. At the same time, the new rural cooperative medical insurance system has become the most important form of rural medical insurance. The purpose of this system is to improve the health level of farmers and to solve the problem that it is difficult and expensive for farmers to see a doctor. The realization of this goal depends not only on the total level of medical resources input, but also on the level of utilization of medical services by farmers. Therefore, for the rural residents who account for half of the population in our country, the effective use of medical services directly affects their health level and quality of life. This paper regards medical expenditure as the final embodiment of the utilization of rural household medical services, and analyzes the impact of NCMS on the utilization of rural medical services by using the statistical data of Heligel County from 2007 to 2011. At the same time, based on the questionnaire survey of farmers' satisfaction with NCMS in Helinger County, this paper evaluates the effect of NCMS from the point of view of demand, and probes into the ways to improve NCMS.
