安徽省职工养老保险待遇差异研究

【摘要】:养老保险作为社会保障的核心制度,历来备受社会、民众、政府的关注和重视,也是民生问题热点,近年来,民众诉求集中,影响社会和谐稳定的主要因素就是要求享有养老保险。1996年,安徽建立企业职工基本养老保险制度,2012年,安徽省实施城乡居民养老保险制度,这在历史上首次将养老保险覆盖到全体民众,在实现养老保险制度从无到有的发展阶段后,随着经济社会发展,以及民众期望变化,养老保险进入到了待遇水平由低到高,各项养老保险待遇水平保持合理差距的新阶段,随着《社会保险法》的实施,建立正常养老金增长机制,以及实现各项养老保险可衔接、可转移变得十分紧迫,有必要对此加以研究,力求提出可供参考和借鉴的意见和建议。 本文以安徽省企业职工养老保险为研究重点,结合新实施的城乡养老保险和现行事业单位退休制度,对安徽省养老保险制度发展和计发办法演变做了梳理和分析,抽取全省和三个市的数据进行数据分析,运用实际实体样本进行分析,客观反映出养老保险待遇计发和水平的差异现象,产生这一现象的原因如不同养老保险制度差异、机关事业单位养老保险制度未改革、职工养老保险制度自身计发不完善等等,辅以国内部分省市和欧亚部分国家的借鉴学习,提出完善养老保险待遇计发办法,实现养老保险水平与经济社会发展相适应,各项养老保险制度相衔接的办法,指出应首先注重养老保险制度本身的完善,适度改革和完善养老保险计发办法;其次,要加强不同养老保险制度的改革力度和整合力度;再次,是发展多层次养老保险制度。
[Abstract]:As the core system of social security, old-age insurance has always been the focus of attention and attention of the society, the public and the government, and it is also a hot issue of people's livelihood. In recent years, people's demands have been concentrated. The main factor that affects social harmony and stability is the requirement to enjoy old-age insurance. In 1996, Anhui established the basic old-age insurance system for enterprise workers, and in 2012, Anhui implemented the old-age insurance system for urban and rural residents. This is the first time in history that pension insurance coverage has been extended to all the people. After realizing the development stage of the pension insurance system from scratch, with the development of the economy and society, and with the change of people's expectations, the old-age insurance has entered into the level of treatment from low to high. With the implementation of the Law on Social Insurance, the establishment of a normal pension growth mechanism and the realization of the convergence of various old-age insurance schemes have become very urgent in the new stage of maintaining a reasonable gap in the treatment levels of various old-age insurance, and with the implementation of the Social Insurance Law, It is necessary to study this and try to put forward suggestions and suggestions for reference. This paper focuses on the pension insurance of enterprise workers in Anhui Province, combines the newly implemented urban and rural old-age insurance and the current retirement system of public institutions, and analyzes the evolution of the pension insurance system in Anhui Province. Taking the data from the whole province and three cities for data analysis and using the actual entity samples to analyze, objectively reflect the phenomenon of pension insurance benefits and levels of difference, the causes of this phenomenon, such as different pension insurance systems, The pension insurance system of organs and institutions has not been reformed, the pension insurance system of workers itself is not perfect, and so on. With the reference and study of some provinces and cities in China and parts of Europe and Asia, the measures to improve the payment of pension insurance are put forward. To achieve the level of pension insurance and economic and social development in line with the various pension insurance system to link up, pointed out that we should first pay attention to the improvement of the pension insurance system itself, moderate reform and improve the pension insurance planning and distribution method; Secondly, we should strengthen the reform and integration of different endowment insurance systems; thirdly, we should develop multi-level pension insurance system.
