我国新型农村社会养老保险制度可持续发展问题研究

【摘要】：可持续发展观是指既满足当代人需要又不损害后代人满足其需要的能力的一种发展观。它包括三个方面的内容：生态可持续、经济可持续与社会可持续。胡锦涛同志于2003年提出，全面协调可持续是科学发展观的基本要求，也是我国现代化进程中贯穿始终的要求。对于在社会经济发展战略中占有重要地位的社会保障制度，它的可持续发展也就成为实现我国社会经济可持续发展的重要条件，因此，引起党中央的高度重视。随着近年来我国城镇化进程的加快，进城务工者逐渐增多，直接导致农村人口老龄化现象更为严重。根据这些现象，国务院于2009年9月出台了《国务院关于开展新型农村社会养老保险试点的指导意见》，开始实施“新农保”用以满足农民日益增长的养老需求，自此新型农村社会养老保险的试点工作已经在全国10%的县(市、区)推广开来。但是，随着试点工作开展而暴露出的各种问题，研究者们对于我国选择新农保制度的模式也开始提出质疑，新农保会不会再次重蹈覆辙，走老农保的路子，会不会实现与其他社会养老保险制度的转制并轨，，会不会走出中国特有的发展路径，这就需要从可持续发展的角度来分析该制度的合理性。本论文通过探讨新型农村社会养老保险制度可持续发展的面临的困境，并通过借鉴国外发达国家、发展中国家促进农村社会养老保险制度可持续发展的经验，尝试提出我国新农保制度可持续发展的推进策略，以丰富和完善农村社会养老保险制度可持续发展的理论体系，为制度的远期发展奠定坚实的理论基础。
[Abstract]:The concept of sustainable development is a concept of development which not only meets the needs of present generation but also does not damage the ability of future generations to meet their needs. It includes three aspects: ecological sustainability, economic sustainability and social sustainability. Comrade Hu Jintao put forward in 2003 that overall coordination and sustainability are the basic requirements of the scientific development concept and the requirements throughout the modernization process of our country. For the social security system, which plays an important role in the strategy of social and economic development, its sustainable development has become an important condition to realize the sustainable development of social economy in our country. Therefore, the Party Central Committee attaches great importance to it. With the acceleration of urbanization in China in recent years, the number of migrant workers is increasing, which directly causes the aging of the rural population to become more serious. According to these phenomena, in September 2009, the State Council issued the State Council's guidance on the pilot of a new type of rural social old-age insurance, which began to implement "new rural insurance" to meet the increasing needs of farmers for the aged. Since then, the new rural social endowment insurance pilot work has been promoted in 10% of counties (cities, districts). However, with the problems exposed in the pilot work, the researchers began to question the mode of choosing the new rural insurance system in our country. Will the new rural insurance system repeat the same mistake and follow the path of the old rural insurance? Whether we can realize the transformation of pension insurance system with other social systems, and whether we will walk out of the unique development path of China, we need to analyze the rationality of the system from the perspective of sustainable development. This paper discusses the difficulties faced by the sustainable development of the new rural social endowment insurance system, and the experience of promoting the sustainable development of the rural social old-age insurance system in the developing countries through learning from the developed countries. In order to enrich and perfect the theoretical system of the sustainable development of the rural social endowment insurance system and lay a solid theoretical foundation for the long-term development of the system, this paper tries to put forward the promotion strategy of sustainable development of the new rural insurance system in China.
